Is car insurance valid without current, valid MOT?

Avon and Somerset Police and Crime Commissioner did not have the information requested.

Dear Avon and Somerset Police and Crime Commissioner,

Bearing in mind that not having a valid MOT certificate is illegal under Section 47 of the Road Traffic Act 1988 and one runs the risk of facing a £1,000 fine and a charge of six to eight penalty points on one's licence by driving without one and one's car insurance also becomes invalid, if there is an incident, does an Officer in Case have the authority to disregard the fact that the accused has no MOT and state to interested parties that as far as the police are concerned his insurance is valid? Even though the accused is driving a vehicle with no current MOT certification and has been doing so for nearly a month? And that the Officer in Case has been informed of the absence of a current MOT but informs relevant individuals that the accused has up to date valid insurance? Is this correct procedure?
