Your Prof. Peter Wadhams is listed by the Intergovernmental Panel on Climate Change (IPCC) as having served as a ‘Review Editor’ of the Working Group One (WGI) contribution to the IPCC Fifth Assessment Report (AR5).

Under the published internationally agreed ‘Principles Governing IPCC Work’ and their ‘Appendix A’, the IPCC assessment process is required to be open and transparent. Also, Review Editors ‘must submit a written report to the Working Group Sessions or the Panel’ of government representatives. These Reports would have been prepared by about the end of August 2013.

I request the following information in electronic form:
[1] A copy of any and all AR5 WGI Review Editors’ Reports held by the University.
[2] Any instructions held relating to the preparation and submission of the Reports.
[3] Any instructions held relating to the retention, disclosure or deletion of paper or electronic copies of the Reports.
[4] Information held on which UK government departments if any have received from the University copies of the Reports.
[5] In the event that you refuse to disclose any of the Review Editors Reports that you do hold, please provide any information that you hold indicating that the Review Editors Reports will be published by you or elsewhere at some date after your response.

Dear University of Cambridge,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of University of Cambridge's handling of my FOI request 'IPCC Review Editors' Reports'.

The grounds you are claiming for not disclosing the requested information are spurious and have been consistently rejected by the Information Commissioner in similar circumstances, following Climategate. The University of Reading for instance has just released the Review Editors' Reports of Keith Shine and Ted Shepherd.

Dr Wadhams is listed by the IPCC as affiliated to the University. For your argument to be upheld at appeal you would need to satisfy the Commissioner that the Dr Wadhams was not in the employ of the University during the several years that he acted as a Review Editor and that the University was not at any of that time responsible for his welfare as an employee either in the UK or while abroad.

It is well established that reports are subject to the EIR rather than the FOIA and if they were created or received by the University, they are held regardless of Dr Wadhams' employment status.

The documents in question have been distributed to all IPCC member governments and may well be subsequently released by others particularly in the USA. If you have not examined the documents, I urge that you do so and reconsider whether it is in the University's best interest to be seen to be delaying their disclosure for the reasons that you state.

The public interest in these documents being available, at a time when a Select Committee of the House of Commons is undertaking a Review of IPCC Fifth Assessment, cannot be understated and your reluctance to be open and transparent could embarrass you.
