Dear Southwell, Stuart, please specify which part of my requirement you are having difficulty with as at least 30 other councils have responded satisfactorily without query or need of further information.

My requirement is clear and straightforward, which would lead me to one of two possible conclusions;

1 that you lack sufficient education or competence to deal with this matter,

or

2 that you are practicing deliberate obfuscation in an attempt to avoid a true answer.

I look forward to a truthful and honest response at your earliest opportunity.

Yours sincerely,

Pat James

Southwell, Stuart, Isle of Wight Council

Dear Mr James

Ref: iw17/2/8681

I refer to your request for information received by the Isle of Wight
Council on 8^th February 2017.

The Council have a duty under the Freedom of Information Act to provide
access to recorded information and to request clarification to ensure that
the correct information is identified.   My request for clarification
specifically asked for confirmation of whether you required the ‘number of
reminders or summons issued during 2015/16 for the financial year
2015/16’.  I am sorry if you felt this was not clear.

In the absence of clarification from you, however, I can confirm that the
number of Council Tax recovery notices  issued in the financial year
2015/16 was 23645 (The total is a combination of reminder, reminder #2,
and final notices, some notices may be duplicated if defaulted more than
once in the same year.)

In relation to your second question the total value of outstanding Council
Tax for the financial year 2015/2016 only.

Answer : £1,072,379.14

I would point out that the Freedom of Information Act provides an
exemption for dealing with requests that are considered vexatious.  This
includes the use of abusive or aggressive language, such as the tone or
language of the requester’s correspondence going beyond the level of
criticism that a public authority or its employees should reasonably
expect to receive.  If such language is used in future
requests/correspondence, it may be that the council must consider this
exemption.

If you have any complaints in respect of your information request, please
write to the Corporate Information Unit at County Hall, High Street,
Newport, Isle of Wight, PO30 1UD, or complete the on-line appeals form
that can be found at [1]www.iwight.com. If your complaint is not resolved
to your complete satisfaction, you have the ultimate right, once you have
exhausted the internal appeals process, to appeal to the Information
Commissioner.

Yours sincerely
