Involvement of Investor Representatives in Improving NICS Performance and International Image

AIDAN QUINN made this Freedom of Information request to Executive Office (Northern Ireland) This request has been closed to new correspondence. Contact us if you think it should be reopened.

Waiting for an internal review by Executive Office (Northern Ireland) of their handling of this request.

Dear Executive Office (Northern Ireland),

Is there perhaps a record of plans to involve Investor Representatives in the setting of key goals for NICS Permanent Secretaries and Directors – positively, American style, focussing their minds away from Noting and Filing and on to achieving results, hitting measurable targets regarding things that matter?

If so, can we please have copies?

Good Luck. I wish you well.

Yours faithfully,

AIDAN QUINN

Dear Executive Office (Northern Ireland),

Hey we’re a little overdue. Inevitable, I suppose in Note and File Only cases.

In the circumstances I really don’t like to complain but there is a widely held view that Organisations everywhere devoted solely to proudly, officially and in perpetuity Noting and Filing everything, eternally saying No, Not and Inch, not actually doing anything at all , by definition and intent achieve nothing and get nowhere. We’ve all, sadly, seen it. Stasis is proudly and openly and officially regarded as an end in itself. There is no product, no purpose.

Such Organisations everywhere are in danger of rendering themselves irrelevant, leaking credibility and direction , looking inward and backward, prone to fraud, bullying, malpractice, not displaying the basic, leadership, integrity, accountability and functionality necessary to retain staff, press, public and international respect.

Leaving the general aside and turning now to the case of N Ireland, I think we all know that International Observers look at NICS and wonder if the phenomena described above could, possibly, just possibly, be happening here. No one of course likes to in any way judge for fear of making things even worse.

However, increasingly, endlessly, staff attitude surveys, online blogs, and newspaper editorial pieces are indicating NICS as an Organisation may long already have been in this position, and it really is not a good place to be. It really isn’t. Psychiatric admission level in the province would tend to confirm.

We really need to get things turned around and timely responses to crucially important FOI Queries might be a good place to start, publicly and openly displaying on a hugely internationally influential website like the wonderful WhatDoTheyKnow, that NICS is at least aware of the importance of fulfilling its legislative obligations to release Information that might increase public confidence and understanding.

Working together, we need to end the drift, get both long banned communication and fundamental concepts of personal Accountability restored.

On this basis I think it’s maybe best if we move on to Internal Review stage. Don’t you?

Good Luck. I wish you well. Indeed I do. We all do.

Yours faithfully,

AIDAN QUINN

Dear Executive Office (Northern Ireland),

Hey, I really am sorry if I seem to be endlessly seeking Information, but, you see, Information really is king, the key to everything, much sought after by Investors, Due Diligence operatives, distressed families of bullying victims , coroners, those totally impartially and non-judgementally trying both to understand and to help if they can and in any way they can.

Trying to attract investment and get stress and sickness levels down and to end the Bullying culture of which we have long been told there is so very much so far undisclosed evidence is the aim and indeed the Duty of us all.

FOI legislation and WDTK are, I am sure all reasonable people will agree, the ideal media

Regarding Official Bullying then, as follow up FOI Query, are records perhaps held of Who knew What about Bullying, When where they Given such Crucial Information, and What did they actually Do with this Crucial Information once they had it?

The great advantage of copying a wide range of people in on things, as of course I have always tried to do, is of course to ensure that those in positions of Accountability, Leadership, Power, Control and Overall Strategic Direction have absolutely all the information they need to fulfil their responsibilities.

Good Luck. I wish you well. Though long a humble OOP myself, working together positively I am sure we are at last making progress.

Yours faithfully,

AIDAN QUINN
