Dear Mr Dunnett
 
Thank you for your email of 17 February 2014 where you requested
information about Hanover Lifts.
 
Please provide copies if invoices from Hanover Lifts from August 2009 to
the present day.
 
I confirm in accordance with Section 1(1)(a) of the Freedom of Information
Act that the Council holds the information you have requested.  The
Council makes payments to Hanover Lifts on behalf of Disabled Facilities
Grant Applicants, ie, the contract for supply and fit lies between the
customer (applicant) and the lift company; the Council is not the client
of the lift company and only makes the payment direct to assist the
applicant.
 
The information that you requested is therefore exempt under Section 40
(personal information) of the Freedom of Information Act, as the
information constitutes third party data.  Section 40(2) provides that
personal data about third parties is exempt information if one of the
conditions set out in Section 40(3) is satisfied.  Under the Freedom of
Information Act disclosure of this information would breach the fair
processing principle contained in the Data Protection Act, where it would
be unfair to that person/is confidential.  The information is also
withheld under Section 41 as this is information provided in confidence.
 
The Council is able to provide you with the total payment figure – 4
payments totalling £20,495.00 since 2009
 
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.  Internal review requests should be
submitted within two months of the date of receipt of the response to your
