Dear Mrs McIntosh

Subject: INVOICES - 2009-2010

Thank you for your request for information which has been dealt with
under the terms of the Freedom of Information (Scotland) Act 2002.
Unfortunately, the Council is able to meet only part of your request. This
information is released to you now in the format requested.

Your request:

Please provide me with a list of all individual invoices by
company/organisation name, invoice ref, site address, date and amount over
the sum of £500.00 received & paid by the PROPERTY CONSERVATION DEPARTMENT
of City Of Edinburgh Council for the financial years 2009-2010. Please
confirm the date the invoices were paid.

Please find attached spreadsheet with the list of invoices requested.

With regard to the site address information unfortunately, we are unable
to provide you with the information you have requested.

Information is exempt if it would, or would be likely to, prejudice
substantially a) the administration of justice (Section 35(1)(c )) and b)
a public authority's efforts to ascertain whether a person is responsible
for conduct which is improper (Sections 35(1)(g) and 35(2)(b)). These
exemptions also require the application of the public interest test to
ascertain if withholding the requested information outweighs the public
interest in disclosing the information.

In this instance, I consider that it is not in the public interest to
release this information at this time as there are ongoing internal
disciplinary investigations. The release of this information could
prejudice the disciplinary process and any subsequent claims which may
arise.

Please note that this letter constitutes a formal refusal notice under
section 16 of the Freedom of Information (Scotland) Act 2002.

Your right to seek a review

I appreciate that our decision may disappoint you and I am sorry that we
have not been able to release all the information you requested on this
occasion. If you are unhappy with the way we have dealt with your request,

to quote the above reference number above in any future communications.
