Invitation to tender for the supply of smart card technology

The request was successful.

Duncan Collingwood

Dear FOI Team,

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

"Invitation to tender for the supply of smart card technology"

The details we require are:

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your help.

Yours sincerely

Lucy Fincham, University of Greenwich

Although we hold this information, we will not be supplying it, as we are applying an exemption to its disclosure. The exemption that would apply to this is at:

Section 43(2) of the Act – relating to commercially sensitive information.

This exemption is subject to the Public Interest Test, which we have applied when deciding whether to disclose the information you request. We have decided that it is not in the public interest to disclose the information, as we believe that the commercial interests of the University’s suppliers and potential suppliers, could be prejudiced. Our suppliers would not wish this information to be placed in the public domain. We recognise that there is a public interest in transparency around procurement issues, however we do not believe that this outweighs the need for maintaining our suppliers’ confidence in confidentiality, which could result in the possibility of a reduction in competition and therefore a raising of prices.
