Investment in Qatar National Bank
Dear Northumberland County Council,
I'm writing to request information to which I believe I am entitled and which you may hold.
I am seeking any information on local authority funds that have been stored with Qatar National Bank in the past 5 years, either as part of Treasury management operations, or for any other reason. Please provide the following:-
A breakdown of local authority funds that have been stored with Qatar National Bank (QNB) since 1 January 2017.
The quantum of the funds invested with QNB and the interest rate earned.
The latest list of approved countries for local authority funds to be invested in.
Please note that I have also made a request to some local authorities regarding money invested by council pension funds.
This is a separate request about a different type of investment, not a duplicated request.

Thank you for your email.
Northumberland County Council Pension Fund merged into Tyne and
Wear Pension Fund on 1 April 2020. The Local Government Pension Scheme
(Northumberland and Tyne and Wear Pension Fund Merger) Regulations 2020
(UK Statutory Instrument 2020 No 502) came into force on 3 June 2020
giving this merger retrospective effect.
All assets and liabilities of the Northumberland County
Council Pension Fund became the assets and liabilities of the Tyne and
Wear Pension Fund on 1 April 2020, and therefore Northumberland County
Council Pension Fund’s final day as a reporting entity was 31 March 2020.

Dear FOI Mailbox,
I'm happy to ignore and delete the email you sent me in error. However, you have not answered my original FOI. Instead, you responded with an answer apparently to a separate FOI I sent about pension fund investments.
My question to you was not about the pension fund. It was about investments made by your local authority as part of Treasury management operations or for any other reason.
Please review the original FOI and respond accordingly as soon as possible, in line with the approach taken by other local authorities.

FREEDOM OF INFORMATION ACT REQUEST
I refer to your Freedom of Information request in relation to Investment
in Qatar National Bank.
Right of Access
Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.
(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and
(b) if that is the case, to have that information communicated to him.
The right is to obtain access to the information itself and not to the
document or record which contains it.
The Act creates a general right of access to information held by public
authorities subject to various exemptions.
Northumberland County Council confirms that it holds the information you
have requested, please see the following information in response.
I am seeking any information on local authority funds that have been
stored with Qatar National Bank in the past 5 years, either as part of
Treasury management operations, or for any other reason. Please provide
the following:-
Q.1 A breakdown of local authority funds that have been stored with Qatar
National Bank (QNB) since 1 January 2017.
A.1 Information not held. Northumberland County Council has not placed
any investments with Qatar National Bank since 1 January 2017.
Q.2 The quantum of the funds invested with QNB and the interest rate
earned.
A.2 Information not held. Northumberland County Council has not placed
any investments with Qatar National Bank since 1 January 2017.
Q.3 The latest list of approved countries for local authority funds to be
invested in.
A.3 Information not held. The Council recognises the need for
security of principal to be of paramount importance. In recognition of
the need to minimise risks associated with its treasury management
activities, credit rating criteria is used to select counterparties with
whom the Council will place funds. Officers will analyse all
counterparties prior to investing funds.
The Council's Policy is to follow this credit rating criteria, it does not
specifically list individual counterparties or countries.
