Dear ISFOI,

Whilst I thank you for information provided I have to query your response to part b) of my request where I have asked for the number of warnings given and a breakdown by breed of dog.
You responded that there were 260 warnings and breeds were not specifically recorded. I have 2 issues with this answer -
1) The 260 warnings figure is the same as the number of investigations. With such a high number of investigations it seems totally implausible that all investigations merited a warning and that therefore none of the complaints were without foundation or perhaps malicious. Other Councils that have done significant investigations are reporting a much lesser number of warnings.
2) I am unhappy that you did not break this down by breed because surely recording the breed is a significant part of any investigation. If an investigation warrants a warning surely the breed MUST be recorded whether it be a Cross Breed or an identifiable breed.

I am looking into the effectiveness of dog control regulations and will be submitting a report to all MSPs. I do not think I could use the figure you supplied without adding a caveat as to my doubts regarding accuracy.

Could you either confirm your response or supply me with corrected and additional information.

Yours sincerely,

Mr Thomas Tennant

Dear Mr Tennant

Freedom of Information (Scotland) Act 2002 (“The Act”)

We refer to your emailed dated 6th April, 2018, following our response to
your request for information on  Investigations, Warnings and Dog Control
Notices for the year 2017 and would respond as below.

Apologies for confusion caused.  I can clarify that 260 complaints were
received.  Although a record is kept of the type of dog involved, the
database does not specifically allow a search to be carried out under dog
breed.  Steps will be taken to improve data recording for all complaints.

Please contact me as the officer responsible for responding to your
request if you have any further queries.

If, for any reason, you are not satisfied with this response, please
