Dear Dr Julian,

Further to your FOI request regarding investigations into the deaths of
patients with a learning disability which we received on 18^th March,
2019, I can confirm that East Berkshire Clinical Commissioning Group (CCG)
hold the following information:

1) the number of deaths of patients with a learning disability that
occurred in the last three years (by years defined as 1/4/16 - 31/3/17,
1/4/17 - 31/3/18, 1/4/18 to present).

The CCG do not hold this information. Data on learning disability deaths
per provider can be requested directly from NHS provider organisations.

However, we do co-ordinate the Learning Disabilities Mortality Review
Programme (LeDeR) in East Berkshire and the numbers of deaths notified to
us under this programme since its inception in September 2017 are:

2017/18: 11 deaths

2018/19 (to date): 19 deaths

 

2) the number of independent investigations into the deaths of patients
with a learning disability that you have commissioned in the last three
years (defined as above)

Nil.

 

3a) the number of deaths of patients with a learning disability that have
resulted in an inquest in the last three years (defined as above)

The CCG do not hold data on this. Requests for information can be made to
HM Coroner or to NHS provider organisations directly.

 

3b) of those inquests the number that were an Article 2 inquest

The CCG do not hold data on this.

Dear Daniela,

Many thanks for responding to my FOI request. Can I just confirm that you are stating that the CCG does not hold information in relation to the deaths of patients with a learning disability, outside the LEDER process? It would seem surprising that you have no overview of this population given your role as commissioner of health services.

It might be that you hold information relating to the deaths of people identified as someone with a learning disability in GP registers? Would there be any information on deaths of people with learning disabilities in the Joint Strategic Needs Assessment (JSNA) that the CCG contributes to? Please could someone check and get back to me to confirm whether they really are not able to answer Question 1.

We have made further enquiries and we do not hold a local dataset which meets the request for the specified periods. The LeDeR programme does now give us data on deaths of any person with Learning Disabilities in our CCG area. Additionally, we are supported by data published by NHS Digital on prevalence and morbidity; the data can be filtered by CCG and are publically available at https://digital.nhs.uk/data-and-informat...
