Well, it wouldn't be if they said this say, a couple of weeks after my request and they actually DO release it eventually.

At least it means they are now committed to releasing the info. But the delay is just silly.

It's taking the pi** because it's just another blatant tactic to delay publication whilst sticking two fingers up at the request. As you say they could have said this months ago.

I don't suspect for one minute that they have any intention of publishing - do nothing and hope it goes away. You know better than most I suspect - but they have plenty of previous at being dishonest.

Alex, I think it's actually a 'reasonableness' test on this exemption which isn't necessarily the same thing /pedantic.

Am considering my options.

It's both. s22(1)(c) covers the reasonable test, and s22 itself is one of the "qualified" Part II exemptions, so is covered by s2(2)(b).
