Investigation into the giving of Welsh Government grants

I'm looking for the investigative report by the Wales Audit Office into how the Welsh Government give grants to private companies. I've been unable to find much public information on this report apart from a BBC News article:

If the report didn't come to fruition then I'd like to know what the reason was, including any email correspondence on the matter by Audit General Huw Vaughan Thomas.

into Welsh Government grants to private companies, by reference to a BBC
