Introduction of no left turn at Dowsett Road from High Road N17

The request was partially successful.

Dear Haringey Borough Council,

Following my request for an internal review of the left turn at Dowsett Road, I still do not understand why Haringey only introduced the penalties with CCTV so many years after the traffic management order was made.

Please supply the relevant reports identifying the need for such CCTV-based fines for a junction that, from the materials you have supplied had no issues with accidents involving buses and vehicles turning left from the southbound High Road into Dowsett Road.

Please identify and supply any reports that evaluate the alternative routes for residents and visitors to the area being able to access Dowsett Road and its environs, which includes using Reform Row, leading into Honeysett Road, or into Albion Road, requiring a left turn into Dowsett Road. Both of these roads are heavily parked, with little two-way traffic permitted, and I would like to be assured that some consideration of the traffic conflict and risks here were considered, given that Reform Row has no pedestrian safeguarding

Please identify the evaluation of the alternative route of drivers turning left into Stoneleigh Road, and travelling north to Wilson's Avenue and then having to try to turn right into Dowsett Road, given the additional in-built conflict of another left turn into a road with no pedestrian safeguarding, and then a right turn into Dowsett Road across often queuing traffic.

Please identify any report which may have suggested moving the bus stop further north, to enable drivers turning left to be able to safely position their vehicles for such a manoevre.

Finally, please report on the distance from the front of the bus stop in southbound High Road to the corner of Dowsett Road, and also the distance from the front of the bus stop in southbound Colney Hatch Lane to the corner of Alexandra Park Road.

Yours faithfully,

Michelle vonAhn

Dear Ms VonAhn,

Re: Freedom of Information Act Request ref: LBH/5932817

Thank you for your request for information received on 06 January 2017, in
which you asked for the following information:

1.    Supply the relevant reports identifying the need for CCTV-based
fines for a junction that, from the materials you have supplied had no
issues with accidents involving buses and vehicles turning left from the
southbound High Road into Dowsett Road.

2.    Identify and supply any reports that evaluate the alternative routes
for residents and visitors to the area being able to access Dowsett Road
and its environs, which includes using Reform Row, leading into Honeysett
Road, or into Albion Road, requiring a left turn into Dowsett Road. Both
of these roads are heavily parked, with little two-way traffic permitted,
and I would like to be assured that some consideration of the traffic
conflict and risks here were considered, given that Reform Row has no
pedestrian safeguarding.

3.    Identify the evaluation of the alternative route of drivers turning
left into Stoneleigh Road, and travelling north to Wilson's Avenue and
then having to try to turn right into Dowsett Road, given the additional
in-built conflict of another left turn into a road with no pedestrian
safeguarding, and then a right turn into Dowsett Road across often queuing
traffic.

4.    Identify any report which may have suggested moving the bus stop
further north, to enable drivers turning left to be able to safely
position their vehicles for such a manoeuvre.

5.    Finally, please report on the distance from the front of the bus
stop in southbound High Road to the corner of Dowsett Road, and also the
distance from the front of the bus stop in southbound Colney Hatch Lane to
the corner of Alexandra Park Road.

My response is as follows:

1.    Haringey’s Network Manager identified the prohibited movement as one
which was not being adhered to and subsequently arranged for the
installation of the camera.  There is no report.

2.    The banned left turn was introduced in 2002, we therefore no longer
have the details of any associated traffic modelling that may have been
carried out at that time.

3.    The banned left turn was introduced in 2002, we therefore no longer
have the details of any associated alternative route evaluations that may
have been carried out at that time.

4.    We have no report linking the relocation/introduction of south bound
bust stop CA with the prohibited left turn into Dowsett Road.

5.    The distance from the northern kerbline of Dowsett Road to the bus
cage markings of southbound bus stop CA is 19m.

The distance from the north-western kerbline of Alexandra Park Road to the
bus cage markings of southbound bus stop CQ is 27m.
