I have contacted the Information Commissioner's Office and they confirmed that a surname is sufficient for you to process the enquiries.

My request for information is related to the Council as a whole, and I believe that it is not my job to determine which department the request should be sent to. You are part of the council and therefore you are in the position to make decision on this query.

If you choose to refuse this request please let me know as soon as possible so that I can inform the ICO to start their investigation.

Good for you for standing up to them Mr. Ismail. They get away with shocking FOI abuses at Stockport Council (evidence available on request).

Thanks Sheila. I am intending to report this to the ICO if they still refuse to deal with my request. I would also suggest you to report the problems that you had with this Council to the ICO, as they are always looking for Councils for name & shame. Hope this is helpful.

I am just awaiting the IC's decision. They are overworked so it takes years. The Council wrongly branded me vexatious for correctly insisting that they were building a school on unremediated toxic waste, although they knew the site was intensively contaminated.

The abuses that go on at Stockport are frightening. Ms Naven, the Freedom of Information Officer, I believe used to work at the Information Commission, so no excuse for her. I shall keep you posted and good luck with your quest.
