Please note that by virtue of Section 8(1)(b) of the Freedom of
Information Act, it is a requirement that an applicant states his/her full
name and an address for correspondence. A failure to provide these
details means that it does not constitute a valid request for information
under the Act and the Council is under no obligation to comply with the

Therefore, I would advise that if you wish the Council to process your
request, you must first provide a full name (the e-mail address provided
is acceptable for the purposes of a response) and the 20 working day time
limit will run from receipt of this information.

Further to your above Freedom of Information request, the request itself
is somewhat vague and I have been asked by the officer dealing with your
request to seek clarification as to exactly what information you require.

I have now contacted the Information Commissioner's Office and they confirmed that a surname is sufficient for the request to be processed.

In addition, the email address to which this request had been sent from is deemed by the ICO to be sufficient.

Please could you now proceed with the request. If you still intend to refuse processing my request please let me know so that I can ask ICO to start their investigation.

Thank you for your e-mail below. I apologise for questioning your name
but it was not apparent from your original message that this was your
surname. I did also confirm that the What do they know website e-mail
address was valid and that the Council had no concerns about that.

I confirm that your request will be processed on receipt of your
clarification as requested in my previous message. To date we have not
heard back from you on this point.

The Council asked if you could clarify your request to detail what
information you required, as the original request was somewhat vague and
the Council was not sure it held such information. The Council is
entitled to seek clarification in order to assist with responding to
your request. As soon as we receive your confirmation, your request
will continue to run and any information will be provided within the
statutory timescales.

What kind of clarification do you require? Your request for clarification was totally unclear, and I viewed it as a deliberate effort to delay the response.

INFORMATION RELATING TO QUESTIONNAIRES

I write further to your recent email. I am the officer who is responsible
for dealing with requests for internal reviews of decisions relating to
requests under the Freedom of Information Act 2000 (FOI Act). I am sorry
that you have felt the need to ask for a review in the circumstances.

I have reviewed your request for the information in your email of 6 April
2011 and the later correspondence.

The Legal Officer liaised with the Web-Co-ordinator and concluded that it
was not clear what exactly was being asked for. I gather from further
investigation that the Council does not hold any such information, however
thought that you might be interested in something else which was not clear
in the request. This was in order to be helpful, rather than give a
blanket refusal, and therefore a request for further information was made.

I genuinely believe it was the intention of officers to assist in
responding to your request rather than being obstructive and delaying
matters.

Your request as it stands, without any further clarification, is refused
as we do not hold any relevant information as there have been no
questionnaires. The Web Co-ordinator has suggested that you contact local
media entities who may hold that type of data.
