Dear Sir or Madam,

Can you please clarify whether the Council currently has an "Internet Usage Policy" for staff, and if so, provide a copy of such policy (or policies).

Can you also please detail, for each year that records are available, how many staff were been disciplined for unacceptable internet use in that year, if possible broken down by the level of discipline (dismissal, verbal warning, written warning, etc).

One small point of clarification: for the staff members who have been disciplined under this policy, can you please list their paygrade and job title (or, if the title cannot be revealed, the area in which they worked).

PS: I would prefer if you could reply directly in email, rather than in an attached letter. I don't have Microsoft Word and need to use a document converter just to read such files. Plain text is much easier!

Re:     Freedom of Information Request - Internet Usage Policy

Thank you for your email of 28 July 2008 requesting the pay grade and job
title (or, if the title cannot be revealed, the area in which they worked)
of Belfast City Council employees who have been disciplined for
unacceptable internet use.

I can confirm that the Council does hold the information you have
requested and has decided that it can be disclosed.  Accordingly, this
information is set out below.  As you anticipated in your request, the
Council has decided to disclose the area (ie, department) in which these
employees worked, rather than releasing their specific job titles.  As I
am sure you appreciate, this decision was taken to protect the privacy of
the individuals concerned.

If you are dissatisfied with how the Council handled your request for
information, you have the right to request that the Council formally
review this decision.  If you wish to do so, please write to the Records
Manager, Adelaide Exchange, 24 - 26 Adelaide Street, Belfast, BT2 8GD.

Should you remain dissatisfied following the Council's internal review,
you can seek an independent review from the Information Commissioner. 
Requests for an independent review should be made in writing to: The
Information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire,
SK9 5AF.  However I would advise you that the Information Commissioner
has indicated that a review will not be undertaken unless the Council has
first had an opportunity to re-consider its decision.
