International student finance withdrawal

Dear Student Loans Company Limited,

I would like to know how many international students have had their student finance withdrawn, broken down with reasons for why it has been withdrawn. Please also supply a break down of what and why data is collected about withdrawal of student finance.

The universities I would like data on is Aston university, Birmingham City university, university of Birmingham, Wolverhampton university and Coventry university.

I would like the data in a spreadsheet format.

Thank you for your email dated 11/02/2014 requesting information under he
Freedom of Information Act 2000. Your request has been allocated reference
35-14.

Before proceeding with your request, we require clarification of what you
mean by "international students". Our understanding of the term
"international students" is as follows.

For the purposes of student finance and fees, "home students" are
considered to be those from the United Kingdom and European Union, who pay
home student fees. Home UK students can include students from overseas,
who meet eligibility criteria that allows them to qualify for home student
status for the purposes of student finance. Home EU students will cover
those students from within the EU who have been ordinarily resident within
the EU. International students will include those students from outside of
the UK and EU, who come to the UK for the purposes of study, and who pay
international fees. International students within the standard definition
throughout the Higher Education industry do not qualify for student finance
and are required to pay their own tuition fees and support themselves
whilst they are in the UK.

We would be grateful if you could clarify what you are meaning by the term
"international students".

I refer to your email dated 11/02/2014 requesting the following information
under the Freedom of Information Act 2000 (“FOIA”):

“I would like to know how many international students have had their
student finance withdrawn, broken down with reasons for why it has been
withdrawn. Please also supply a breakdown of what and why data is
collected about withdrawal of student finance.

The universities I would like data on is Aston university, Birmingham City
university, university of Birmingham, Wolverhampton university and Coventry

Clarification of your request was requested with regard to the definition
of “international students” as the standard definition of “international
students” throughout the Higher Education industry are students from
overseas who do not qualify for student finance (unlike EU students) and
are required to pay their own tuition fees and support themselves whilst
they are in the UK.

Clarification of your request was provided on 27/02/2014 and you confirmed
the following:

“I would like clarify that by international students I mean those students
who are from outside the UK and EU, who come to the purpose of study and
pay international fees. Also home EU students which include students from
overseas, who meet the eligibility criteria that allows them to qualify for
for (sic) home student status and purposes of student finance.”

The above clarification has been interpreted to mean international students
from outside the UK and EU, who come to the UK for the purpose of study,
and who pay international fees; and EU students, who are coming to the UK
for the purpose of study and who pay home fees. The latter category of
students are only entitled to tuition fee loan support.

Response

I can confirm that the Student Loans Company Limited (“SLC”) does hold some
information that falls within the scope of your request.

We do not hold data for international students paying international student
fees, as we have previously advised you that these students do not qualify
for student support.

For EU students coming to the UK for the purpose of study, please refer to
the attached spreadsheet for the numbers who have been made ineligible.
Please refer to the notes at the bottom of the table. Please also note
that “ineligible” is our interpretation of student finance being
“withdrawn”, which is different to where students withdraw from their
course and their entitlement to student finance is re-assessed. Our
systems do not record the specific reason why funding has been withdrawn,
however I can confirm that an individual can be made ineligible for a
number of reasons, including:
· Personal or course eligibility requirements not being met
· Arrears on previous student loan
· Individuals have shown themselves by their conduct to be unfitted to
receive support

Internal review process
