Dear Camden Borough Council,

I would like to know (in the year 2009), regarding every FOI request which was appealed to internal review level:

1. The request with any personal data (DPA 98) ommitted/blacked out.
2. When the original request for an internal review was made, and when the requester was given the results of the internal review.
3. The result of the review, successful or unusuccessful.
4. Whether the request appealed further to the ICO, and if so:
5. Whether the ICO decided in favour of disclosing the information , or part of the information (let me know which!)
6. Whether the requester appealed further to the First–tier Tribunal (Information Rights), and if so what the result of that appeal was.

Why is the list you have sent me incomplete? For example, the internal review decision made by the panel on 14 Jan 2009, ref. RFI/03868 is not mentioned there, and I have the feeling there are more. Could you please explain this.

Dear Janis,

Thank you for your e-mail below. As this is a new question in relation to
your original request I will have to log this as a new request. However
before I can proceed I require you to clarify what is meant by "how many
times Camden council changed their grounds of refusal, pre-IR and
after the original decision notice"?

Do you mean for example instances where the council has issued a refusal
notice under section 43, the requestor has asked for this decision to go
before the internal review panel, the panel has deliberated the refusal
under section 43 and agreed with the original refusal notice, the
requestor has then contacted the information Commissioner to request an
investigation of the original refusal notice and during these
investigations the council has changed the exemption used from section 43
to a section 31 exemption?

Once I am in receipt of your clarification I will be in a position to
process your request.
