Dear Buckinghamshire County Council,

Please email a copy of any of your HR guidance that explains how job applicants should have job applications shortlisted for interview. Including a copy of any forms used for such short listing.

A copy of any information you hold that is used for and during the training of your staff who undertake, chair or participate in face-to-face interviewing of short listed applicants. Including sample copies of any interview checklists or forms used to evaluate of score interviewees responses to questions, the completion of tests or exercises or any other activity that informs the decisions to recruit interviewees.

A copy of any information you hold that explains your policy and procedure for obtaining job applicant references.

A copy of any information you hold that explains how you assess interviewees who participate at your own or third party Assessment Centres.

A copy of any information you hold that explains job candidate scoring.

In short, please provide a full disclosure of all of your own internal recruitment and selection policy and procedure.

On a final note can you confirm that if a job applicant does not complete your equal opportunities monitoring form that will not either be shortlisted for interview or that employment would be conditional upon it's completion?

Agency workers are provided to the Council by a commercial organisation, Hays Specialist Recruitment who in turn engage and manage a number of recruitment agencies who contract with agency workers. It is therefore not relevant in this instance to forward BCC's policies and procedures as the recruitment agencies engaged by Hays are not subject to these and are, instead, subject to Hays policies and procedures.

Should you have any additional questions, regarding temporary agency staff, please direct them to Hays Specialist Recruitment Limited via their Professional Standards division.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Buckinghamshire County Council's handling of my FOI request 'Internal recruitment and selection policy and procedure.'.

Are you suggesting that when agency workers are interviewed by Buckinghamshire County Council that no equality or diversity laws or policies apply for the conduct of you staff when they interviewing prospective agency workers. So your your managers just have an agency social worker turn up and be engaged in your workplace without ever meeting them or asking any questions? You do not have any of your own adult or child safeguarding process when engaging agency social workers?

Concerning my request for an internal review. Under the Freedom of information act I am requesting copies of the policies and internal guidance you use that informs the processes your staff undertake when they directly interview and then they make a decision to engage agency social workers. It would seem illogical to suggest that none of your council policies apply.

Thank you for your email and for clarifying your request. We apologise for any misunderstanding.

As previously advised, BCC uses an outsourced recruitment service provided by Hays Plc. During the tender process for this contract, Hays were evaluated against their diversity policies, and equality impact assessments were completed as part of the procurement process. Hays also provide monthly equality statistics to BCC as part of the contract monitoring process.

Hays in turn have contractual arrangements with a number of agencies who form part of a Preferred Supplier List. As part of this arrangement, agencies are required to follow Hays policies and procedures in respect of the staff they provide to BCC.

For social care recruitment, additional safeguarding processes are in place. In addition to CRB and reference checks carried out by the employing agency, all prospective agency workers have a selection process which includes an interview by a BCC Manager in line with BCC's Safeguarding Toolkit (a copy is attached for information).

Please be advised that the information provided in accordance with our duties under the Freedom of Information Act 2000 is subject to Buckinghamshire County Council copyright/intellectual property, however it may be re-used for personal or educational purposes without further reference to the Council.
