Internal and external correspondance and documentation relating to a proposed crossover point between two new developments on Wort's Causeway

The request was successful.

Dear Cambridgeshire County Council,

I am interested in seeing relevant documentation and correspondance relating to the crossover on Wort's Causeway, mentioned on page 100 (point k) of the new local plan, that will involve removal of a section of established double hedgerow that has been recognised as important habitat by the Cambridge City and South Cambridgeshire District Councils as an important asset for wildlife and has been proven as habitat for two endangered species, the great partridge and corn bunting by CPERC. The site is on the boundary of what will become the new boundary of the city and green belt.

It would be helpful if you could share internal communications, drawings, proposed plans, meeting notes and minutes, discussion documents and external correspondance including notes of phone calls, letters and emails between yourselves, Cambridge County and District Councils, Greater Cambridge Shared Planning, Cambridge County Council Highways, the developers of GB1 and GB2 and any other interested parties.

Yours faithfully,

Rachel French

FOI, Cambridgeshire County Council

Dear Rachel

Re: Freedom of Information Request ref: FOI_1104464

We have considered your request under the terms of the Freedom of
Information Act. Please find our response below.

I am interested in seeing relevant documentation and correspondance
relating to the crossover on Wort's Causeway, mentioned on page 100 (point
k) of the new local plan, that will involve removal of a section of
established double hedgerow that has been recognised as important habitat
by the Cambridge City and South Cambridgeshire District Councils as an
important asset for wildlife and has been proven as habitat for two
endangered species, the great partridge and corn bunting by CPERC. The
site is on the boundary of what will become the new boundary of the city
and green belt.

It would be helpful if you could share internal communications, drawings,
proposed plans, meeting notes and minutes, discussion documents and
external correspondance including notes of phone calls, letters and emails
between yourselves,  Cambridge County and District Councils, Greater
Cambridge Shared Planning, Cambridge County Council Highways, the
developers of GB1 and GB2 and any other interested parties

The developer sought pre-application advice from the County Council’s
Transport Assessment and Highways Development Control teams, and advice
has been provided to the developer of the GB2 site. To date we have not
had any communication with the developers of the GB1 site. Our
understanding of the development proposals are that they would include a
pedestrian crossing facility at Worts Causeway (the design would most
likely be a staggered crossing) the crossing would be to allow GB1 traffic
to access Babraham Road via the GB2 site. This routing is because of the
current restrictions in place on Worts’ Causeway mean that traffic would
not be able to access it during the restricted peak period.

The GB2 proposals include a broad indication of where this crossing point
would be. The GB2 development also proposes to upgrade the existing
bridleway to be used as a shared equestrian / cycleway / footway. The
bridleway is currently to the west of the site and accessed via Worts’
Causeway and Babraham Road.

The application and the associated transport evidence will be published on
the Local Planning Authority’s public access system, once the planning
application has been submitted and validated. This will be available here;
[1]https://www.scambs.gov.uk/planning/view-...

In terms of the biodiversity impact of this scheme, our County Council
ecologist would not be involved in District/City planning applications,
please refer to the Local Planning Authority case officer for
arboriculture /ecological information. Any ancient hedgerow removal is
likely to require permission from the District / City council’s tree
officers (under Hedgerows Regulations). If, however, it forms part of a
planning permission, then it’s treated separately through the normal
planning process.

I hope this information is helpful but if you are unhappy with the service
you have received in relation to your request and wish to make a complaint
or request a review, you should write to Information Management, at either
[2][Cambridgeshire County Council request email] or by post at Box No. OCT1224, Shire Hall,
Cambridge CB3 0AP within 40 days of the date of this e-mail.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF, or via their website: [3]https://ico.org.uk/.

Generally, the ICO will not undertake a review or make a decision on a
request until the internal review process has been completed.

Kind Regards,
