Interest rate and terms for Crossrail bailout loan

Dear Department for Transport

It has recently been reported in the news that Crossrail has received a further bailout from the DfT, structured as a loan which will be paid back by the GLA, for example this story on BBC News:

I would be grateful if you could let me know:

1. What interest rate will be charged on this loan.

2. How the interest rate was decided.

3. How long the GLA has been given to pay back the loan.

4. When interest starts to accrue on the loan.

5. What, if any, security the DfT has in case of non-payment.
