The request was successful.

Dear Knowsley Metropolitan Borough Council,

Does KMBC intercept emails sent to Councillors using the Council email server?

Are Councillors provided with appliances eg phones, handheld devices, laptops etc so they can access their .gov emails?

What specifically are they issued with and cost of each, a list is provided for ease.

Recently we sent emails to Cllrs in regard to "Moving Senses" and had only one reply. Are we to assume the email has been ignored by all the other Councillors or was it intercepted, can you confirm?

Freedom of Information, Knowsley Metropolitan Borough Council

Dear Tatt J,

Please see the response below:

Does KMBC intercept emails sent to Councillors using the Council email server?
No, we do not routinely intercept emails. If our anti-virus systems identify a potential cyber-security risk in an email sent to somebody with a @knowsley.gov.uk email account, we may automatically quarantine such an email. This was not the case in respect of the email which you reference in question 4 below.

Are Councillors provided with appliances eg phones, handheld devices, laptops etc so they can access their .gov emails?
Yes.

What specifically are they issued with and cost of each, a list is provided for ease.
Councillors are issued with a laptop designed according to a corporate specification at a cost of £760 each and a smartphone at a cost of £160 each.

Recently we sent emails to Cllrs in regard to "Moving Senses" and had only one reply. Are we to assume the email has been ignored by all the other Councillors or was it intercepted, can you confirm?
See response to (1) above – the email in question was not intercepted. Assuming that you addressed and sent your emails correctly, then each Councillor will have made his/her own personal decision as to whether to respond to the email.

If you are dissatisfied with the handling of your Freedom of Information request you may request an internal review which would be handled under the Council’s complaints procedure. Details of which can be found on the Council’s website at: https://secured.knowsley.gov.uk/Document...

Should you make a complaint under this procedure but remain dissatisfied, I am also required to inform you that you can appeal against the decision by contacting the Information Commissioner. The Commissioner’s postal address is Wycliffe House, Water Lane, Wilmslow SK9 5AF. The telephone number for the Information Commissioner’s Office is 0303 123 1113 or 01625 545745. The e-mail address is: [email address].
