Dear Mr Brook,

Thank you for your request for information, which was received by
Manchester City Council on 9 October 2019 and has been considered under
the provisions of the Freedom of Information Act 2000 (“the 2000 Act”).

I confirm that the Council holds all of the information you have
requested.

Please note, that as your 10 requests are for similar information and were
received by the Council within the same email, your requests have been
aggregated for the purposes of determining whether the statutory cost
limit has been exceeded. The Council is entitled to do this under s12 of
the 2000 Act and under the Freedom of Information (Appropriate limit and
fees) Regulation 2004.

When your requests were first received the Council considered that it
potentially could comply with the requests within the appropriate cost
limit. It therefore set out to retrieve the requested information.

Under section 12 of the 2000 Act the Council is not required to spend more
than the statutory cost limit in complying with a request. The statutory
cost limit is £450 (which is calculated as being approximately 2.5 days of
a council officer's time to determine whether the Council holds the
information and to locate, retrieve and extract it.

A Council officer has spent two full days so far in determining whether
the Council holds the information requested and in locating, retrieving
and extracting it. For that officer to complete the task will take more
than a further half day.

The Council has also conducted a search of the relevant 27 Councillor
email accounts, for the period 26/02/2019 to 09/10/2019, on the following
terms:

* Salboy Ltd
* Shudehill
* 122523/FO/2019 

This has resulted in 1160 emails which would need to be reviewed. At 3
minutes per email the appropriate cost limit would be exceeded.

The Council therefore estimates that the statutory cost limit will be
exceeded if the Council supplied the requested information to you. If you

The 2000 Act does not oblige the Council to comply with requests that
exceed the statutory cost limit.

Unfortunately the Council is unable to assist with how your request could
be narrowed or modified to bring your request within the cost limit. This
is because it has no way of knowing which of your 10 requests you would
prefer to be answered over the others.

 

If you are able to modify or narrow the scope of your request this will be
treated as a new request and dealt with in accordance with the time limits
specified in the 2000 Act.

 

Please note if you are not satisfied with this response you may ask for an
internal review. If you wish an internal review to be undertaken you
