Dear West Sussex County Council,

I am aware that the former Topblock site at Ford has been identified in the West Sussex Waste Local Plan as a potential site for waste management facilities.

Rumours are circulating locally that the council intends to construct an incinerator at this location.

Given that the council has already commissioned an Energy from Waste plant at Warnham and that the cost of that contract over 25 years will be more than £1 billion I find it hard to believe that there will be a need for an incinerator also.

I would like to know more of the council's intentions for that site.

Therefore, may I please request any information held by the council relating to the type of waste management facility that has been, or is being, considered for this location.

I have always found WSCC to be both prompt and efficient in dealing with FOI requests.

I refer to your request for information held by the council relating to
the type of waste management facility that has been, or is being
considered at the former Topblock site at Ford.  Your request was received
by me and is being dealt with under the Freedom of Information Act 2000.

 

I am now in a position to respond to you as follows and attach the
relevant documentation.

 

The site north of the waste water treatment works at Ford has been
allocated in the recently examined Waste Local Plan. The West Sussex
County Council (WSCC), as a Waste Planning Authority (WPA), does indeed
have a contract in place for the construction and operation of a
Mechanical Biological Treatment site at Warnham (Brookhurst Wood) for the
treatment and energy recovery of Municipal Solid Waste (MSW). Once this
site is fully operational there will no longer be a need for additional
facilities to deal with MSW waste as sufficient capacity will be provided
through a range of facilities to cover the period to 2031.

 

The Waste Local Plan has allocated sites for a calculated shortfall in
capacity for Commercial & Industrial and/or Construction, Demolition &
Excavation waste streams through the Plan Period.  Any proposals at the
Ford site would thus be permitted to deal with these waste streams rather
than the MSW stream. The role for the WPA for these streams is to provide
allocations that are best placed to manage the anticipated shortfalls
(through the Waste Forecasts), however not to build or commission these
facilities.

The Waste Local Plan does not prescribe the type of technologies which
should be built (at this site or any of the other allocated sites). It is
up to the waste industry to decide the best and most practicable
technologies for waste management, and to submit planning applications for
these sites. The County Council will then determine the planning
applications against the policies set out in the Waste Local Plan and
determine them.

 

In accordance with the Town and Country Planning (Environmental Impact
Assessment (EIA)) Regulations 2011, Grundon Waste Management Ltd, the
owners of the Ford site, submitted a Regulation 13 Scoping Opinion Request
to the County Council on 13 June 2013. This allows the County Council to
assess and to respond to the information provided to help focus on the
proposed development’s associated significant impact that require
addressing through an Environmental Impact Assessment (EIA). The EIA, in
the form of an Environmental Statement (ES), would accompany any planning
application subsequently submitted by Grundon Waste Management Ltd.

 

The proposal put to the County Council, through Grundons EIA Scoping
Report, is for a gasification plant. The envisaged inputs into the site
would be between 150,000 and 200,000 tonnes per annum of Commercial and
Industrial Waste. The County Council have identified a shortfall of
270,000 tonnes per annum capacity for treatment of non-inert waste through
the Plan period, thus a facility of this size would meet a large part of
that need. It must however be reiterated that any proposals would only be
permitted by the County Council should it be considered not to result in
any unacceptable impacts on either amenity or the environment, and is
considered to accord with the development plan and other material
considerations. 

 

Any such application received would be advertised and consulted upon by
the County Council in accordance with the requirements of Town and Country
Planning (Development Management Procedure) (England) Order 2010

The EIA Scoping Report and the Scoping Opinion produced by the County
Council (22/07/13) have been attached.
