Thank you for your request for information made under the Freedom of Information Act
(FOIA) 2000, relating to Data Set. Please accept my sincerest apologies for the delay in
responding to your request; I appreciate that the Council has not complied with
statutory timescales on this occasion. Please see the response below:
1. How many individuals under 18 are in the dataset today
The KID (Public Health) - The ‘hub’ of the Kent Integrated Dataset (KID) is the
National Health Application and Infrastructure Services (NHAIS) patient master index.
This is a record of every patient registered at a GP practice in Kent and Medway. There
are currently 405,826 individuals under the age of 18 in the patient master index.
Integrated Children’s and Young People’s Dataset (commissioning – analytics) -
The 2017-18 Integrated Children’s and Young People’s Dataset has 211,649
individuals, aged 4-16
2. How many individuals were under 18 at the time of their addition to the
dataset but are now over 18
Integrated Children’s and Young People’s Dataset (commissioning – analytics) -
A new dataset is produced each year, and it only contains information of children aged
4-16.
The KID (Public Health) - It is not possible to calculate this number accurately
because the NHAIS patient master index is a current record of every registered patient
at GP practice level. It is updated every month so that we only have 1 live record for
each patient. There is no way of interrogating previous PMI records and as the dataset
is pseudonymised at source so patients cannot be re-identified
3. The dataset retention period

The dataset retention period is dependent on the source data listed in retention
schedule.

The KID (Public Health) - The KID retention period is 5 years.
4. The privacy notice or explanation given to the child / young person / parent or
guardian (responsible adult for the child) about their data and the integrated
dataset, its controller, and purposes -- please indicate whether this was
provided at the time of the data collection, or upon its addition to the new
integrated system, if the data were collected at an earlier date. To be clear this
should be explicit about the data sharing and integration dataset, not a
generic website privacy policy for example.

The KID (Public Health) - The KID is a local partnership of around 220 health care
providers (data controllers). It would be necessary to approach each data controller
individually, or to review their privacy notice on their website. Each data controller will
know the details of the explanation they provide to the child / young person / parent or
guardian.

5. A list of the data sources which feed into the integrated dataset (*) and their
data controller e.g: data source: NHS risk stratification dataset, controller: the
local CCG

6. Confirm whether or not any data collected in schools or educational datasets
may be used in the dataset, and if so, a) the pathway of the request and data
sharing. (e.g Integrated hub makes monthly request to Local Authority (LA)
for named individuals' data, LA provides data directly from LA database
called X, or Integrated hub makes request by email to local Academy Trust for
all children on admission.)
b) its frequency (i.e. on demand, monthly, annual etc)
Integrated Children’s and Young People’s Dataset (commissioning – analytics) - Data is included from schools where this has been supplied as part the of the school
census. This is a statutory return which is made three times a year to the Local
Authority of behalf of the DFE. Schools have their own privacy notices that cover the
collection of this data. This data is added on an annual basis to the integrated dataset.
The KID (Public Health) - There are no schools or educational datasets included in the
KID.
If you are unhappy with this response, and believe KCC has not complied with
legislation, you have 40 working days from the date of this response to ask for a review.
