I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

Tender for Insurance and Associated Services

The details we require are:
• The ITT documents which were used to support the procurement of the current contract
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your email. Please be aware that University will be closed
from 18th December 2020 to 6th of January 2021.  It may take us a little
longer to respond to your enquiry/request than normal due to this
closure.   

 

In particular: 

 

Freedom of Information Requests: 

 

* If you submitted your request before the 20^th of November and the
deadline for the response falls on or before 18^th of December, we
will endeavour to respond to your request as normal.  
* If you submitted your request after 20^th of November and the deadline
for the response falls within the closure period (18^th December – 6
January), we may not be able to respond to your request before the
planned closure period.  In such circumstances, the timescale for the
response may need to be extended to take into account the period when
the University will be closed.  In most cases, the timescale for the
response will be extended by the amount of the days the University is
closed.  For example: If you submitted your request on the 25^th of
November the deadline would be 23^rd of December. As University is
closed from 18^th of December, the response deadline would be extended
to 11^th January 2021.  We will advise you of our expected response
times when we acknowledge your request.  

 

Data Subject Requests: 

 

* If you submitted your request before the 18^th of November and the
deadline for the response falls on or before 18^th of December, we
will endeavour to respond to your request as normal, unless an
extension is required. In which case we will inform you of the
extension on or before the 18^th December.  
* If you submitted your request after 18th of November and the deadline
for the response falls within the closure period (18^th December – 6
January ), we may not be able to respond to your request before the

Please find below responses in red to the Freedom of Information request
you made to Coventry University in respect of the tender for Insurance and
Associated Services.

 

1.       The ITT documents which were used to support the procurement of
the current contract –

 

The 2019 Tender via the Universities and Colleges Buying Group Insurance
Program was an OJEU Tender which is open market and it was managed by a
broker, AON Manchester.

 

As such, Coventry University does not hold the requested information.  In
addition, the requested information is exempt from disclosure under
section 41 of Freedom of Information Act 2000, as the information has been
created and provided in confidence to Coventry University by the broker,
AON Manchester, and a disclosure of information would be a breach of
confidence.

 

2.       Suppliers who applied for inclusion on each framework/contract
and were successful & not successful at the PQQ & ITT stages

 

As the Universities and Colleges Buying Group Insurance Program was an
OJEU Tender which is open market, the PQQ stage was not applicable and it
was managed by a broker, AON Manchester.

 

As such, Coventry University does not hold the requested information.  In
addition, the requested information in particular suppliers who applied
for tender, is exempt from disclosure under section 41 of Freedom of
Information Act 2000, as the information has been created and provided in
confidence to Coventry University by the broker, AON Manchester and a
disclosure of information would be a breach of confidence.

 

3.       Actual spend on this contract/framework (and any sub lots), from
the start of the contract to the current date- From 01/08/2019 to date=
Grand Total= £1,897,828.17

 

4.       Start date & duration of framework – Contract start date
01/08/2019.  Duration 3 Years.

 

5.       Is there an extension clause in the framework(s)/contract(s) and,
if so, the duration of the extension?  Yes, the Universities and Colleges
Buying Group Insurance Program is subject to a 3 year long-term agreement
that expires in 2022, with an option to extend by a further 2 years.

 

6.       Has a decision been made yet on whether the
framework(s)/contract(s) are being either extended or renewed? No

 

7.       Who is the senior officer (outside of procurement) responsible
for this contract? –

 

We are not obliged, under section 40 (2) and section 40(3) of the Freedom
of Information Act, to provide information where the information requested
