Thank you for your e-mail, requesting information from the Planning Inspectorate. Please find attached a copy of the latest version of the complete Inspector Training Manual.

Due to the size of the document I am sending the Manual over three e-mails.

The Inspector Training Manual is subject to regular updates. The Manual does not constitute Government policy or guidance and does not seek to interpret Government policy. In the event that there appears to be a discrepancy between the Manual and national policy / guidance, any national policy and guidance will be conclusive.

As this document is not written for an external audience, many of the hyperlinks point to our internal systems at the Inspectorate (including links from one chapter to another), and therefore will not be accessible to those outside.

The Inspector Training Manual has not yet been fully updated in response to the revised National Planning Policy Framework.

Thank you for your response. My request asked that if there is separate guidance on prior notifications/prior approvals under the Town and Country Planning (General Permitted Development) Order 2015, please also provide a digital copy of this.

Searching these documents, the 1st tranche of the manual refers to a chapter on prior approvals but does not include this chapter and this is not in tranche 2 or 3 either. Please would you provide a copy of the guidance on prior notifications/prior approvals under the GPDO.

Outside of the ITM, whilst possibly not directly relevant, for completeness the attached PINS notes may be of interest.
