Dear Ms Rosier
 
Thank you for your email of 28 January, requesting a copy of the latest
version of our Inspector Training Manual.  Unfortunately, as the entire
manual is around 30 MB in size, it cannot be sent as a single email
attachment; neither do I have any means of splitting it into individual
chapters.
 
I therefore need to send you the constituent parts of the manual as a
whole as attachments to three separate mails of which this is 1 of 3. 
 
The Inspector Training Manual does not constitute Government policy or
guidance, and does not seek to interpret Government policy. In the event
that there appears to be a discrepancy between the Manual and national
policy / guidance, any national policy and guidance will be conclusive. As
this document is not written for an external audience, many of the
hyperlinks point to our internal systems at the Inspectorate (including
links from one chapter to another), and therefore will not be accessible
to those outside the Planning Inspectorate. The Inspector Training Manual
is subject to regular updates.

I am sorry to read that you are unable to access the documents that I have
sent to you - these were in standard Adobe pdf format. 
 
I have now reduced the size of the file, so that it only includes the
sections of the Inspector Training Manual in which you are interested,
which hopefully you will now be able to access.
