copy of the Inspector’s Training Manual (ITM) and Model Conditions.
 
In terms of the Suite of Model Planning Conditions, please note that these
are purely a starting point for consideration and can be amended as
appropriate to the circumstances of a case. As this document is not
written for an external audience, many of the hyperlinks point to our
internal systems at The Planning Inspectorate, and therefore will not be
accessible to those outside.
 
Further, the Inspector Training Manual is subject to regular updates, and
the Manual does not constitute Government policy or guidance and does not
seek to interpret Government policy. In the event that there appears to be
a discrepancy between the Manual and national policy / guidance, any
national policy and guidance will be conclusive. As this document is also
not written for an external audience, many of the hyperlinks point to our
internal systems at the Inspectorate (including links from one chapter to
another), and therefore will also not be accessible to those outside.
 
Due to the limitations on file sizes the ITM is split into three separate
parts and are labelled as parts 1, 2, 3 respectively.  The ITM will be
sent in separate emails, to ensure receipt.
