I acknowledge receipt of your email dated 12 November 2019 in which you
have asked to be provided with the following:
Can you please issue below mentioned information related with 2020 Entry.
1. How many Girls attended stage 1 exams and how many of them from
inner Catchment
2. How many Girls attended stage 2 exams and how many of them from
inner Catchment
I have very carefully considered your request and I consider that the
information you have requested is exempt from disclosure under exemption
36 (c) of the Freedom of Information Act 2000 on the grounds that
disclosure would be likely to prejudice the effective conduct of the
School’s public affairs.
When deciding on the application of this exemption, the School has
obtained the reasonable opinion of the Chair of the Governing Board, Mr
Fazl-E Hasnain, who is the relevant ‘qualified person’. It is the
reasonable opinion of Mr Hasnain that the information is exempt under
section 36 (c) because:
(a) The School does not publish information during a live admissions
process. The admissions process is defined as the time from which
registration is made for the Stage One Test to the time a girl starts
school.
(b) The offer to parents must be made by the home local authority.
Releasing information on the make-up of the pool of children who were
tested could provide information on how places will be allocated at the
School or the likely outcome of an application to the School.
Additionally, if the School were to publish information during a live
admissions process, it could have an impact on parental choice of schools
they
name on their application to secondary schools and the order in which they
name them. It may also influence parental decision-making after the offer
of a school place has been made.
(c) The timeframe of the current admissions round is in accordance
with the Department for Education’s School Admissions Code.
(d) The integrity of the admissions testing process is fundamental to
ensuring the process is conducted in a fair manner and publishing any
information during a current admissions round would therefore prejudice
the effective conduct of public affairs.
As this is a qualified exemption, I am also required to consider whether
it is in the public interest to disclose the information requested. Under
Section 10(3) of the Freedom of Information Act 2000 I am extending the
time limit in order to make such considerations. I will therefore inform
you of the outcome of my considerations within 20 school days of this
email.

in which you have asked to be provided with the following:

Dear Pirathapan,
Further to your Freedom of Information request dated 12 November 2019, I
am writing to inform you of the outcome of the public interest test.
On 6 December, I informed you that the information you have requested is
exempt from disclosure under exemption 36 (c) of the Freedom of
Information Act 2000 on the grounds that disclosure would be likely to
prejudice the effective conduct of the School’s public affairs. As this is
a qualified exemption, I have also considered whether it is in the public
interest to disclose the information requested and, on balance, I have
concluded that it is in the public interest to maintain the exemption. I
have considered that there may be a public interest in prospective parents
and students being aware of the number of girls (including from the Inner
Area) who sat the entrance tests for entry to the school in September 2020
before the current admissions process has concluded, as this would promote
transparency in the admissions process. However, I consider that this is
outweighed by the need to ensure that the integrity of the testing system
is maintained, given that we are a publicly funded school which is
significantly oversubscribed.
As such taking into account the above, in these circumstances I am afraid
I am unable to agree to your request.
If you are dissatisfied with the way your request has been handled, you
may ask me to review my decision in the first instance, by writing to me
within 20 school days of receipt of this letter requesting a review. If
you remain unhappy after that, you have a right of appeal to the
Information Commissioner at the Information Commissioner's Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, telephone number
0303-123-1113 (local rate) or 01625-545745 (national rate). There is no
charge for lodging an appeal.
