Dear Marc Horn,
Freedom of Information Request F24-076
Thank you for your request for information as copied below. You asked the
House of Commons three questions regarding bills presented to the House
between 2020 and now, which we have sought to answer below.
1. In accordance with MP's obligations under article 13 of the Bill of
Rights 1688 please provide from your records the constituent (name and
constituency only required - no personal details) who presented their
grievance to their MP
We have interpreted your request to mean details of constituents who
addressed grievances to their Member of Parliament between 1 January 2020
and the date of your request.
This information is not held by the House of Commons.
Please understand that MPs are not employees of the House and are similar
in status to self-employed people. They are responsible for their own
business and related communications, and may communicate in different
ways, depending on their circumstances. Members can also use the
parliamentary network, but the House of Commons does not have access to
the emails on it for these purposes. More information about that can be
found on our website
here: [1]https://www.parliament.uk/site-informati....
You may wish to contact individual MPs directly to ask for the information
you seek; their contact details can be found
here: [2]http://www.parliament.uk/mps-lords-and-o... However,
Members of Parliament are not public authorities for the purposes of the
Freedom of Information Act 2000 (FOIA). This means that they are not
obliged to respond to requests made under the Act.
2. Which MP proposed the Bill for each UK Public General Act enacted for
each of the years 2020 (29 enactments), 2021 (35 enactments), 2022 (48
enactments), 2023 (57 enactments) and for 2024 (3 enactments) and each
Bill in the house currently under consideration.
and
3. Additionally for each enactment please provide from your records the
number of MP's who voted in favour, against and abstained.
This information is held by the House of Commons. We hold details of bills
introduced to the House by MPs between 1 January 2020 and the date of your
request, as well as the number of MPs who voted at each stage of the bill
where there was a division.
While the House of Commons holds this information, it is also already
available from a public source. This information is exempt from disclosure
in accordance with section 21(1) and (2)(a) FOIA, which removes a public
authority from the obligation to provide access to information which is
already in the public domain. This is an absolute exemption and the
public interest test does not apply.
However, it may help you to know that details of bills which have passed
through the House during this period, including details of those who
sponsored them as well as voting records where a formal division has taken
place, can be found on our webpages at: [3]https://bills.parliament.uk/.
You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request. Complaints or
requests for internal review should be addressed to: Information
Compliance Team, Governance Office, House of Commons, London SW1A 0AA
or [4][House of Commons request email]. Please ensure that you specify the full
reasons for your complaint or internal review along with any arguments or
points that you wish to make.
If you remain dissatisfied, you may appeal to the Information Commissioner
at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9
5AF, [5]https://ico.org.uk/.
Yours sincerely,
Information Rights Officer
