Dear West Berkshire Council,

I recently visited your offices to inspect planning application 06/01018/FULEXT - the first of Audley's applications to redevelop the former Inglewood Health Hydro as an Extra Care Residential Institution. I was told that hard copies were not available and that all documents should be available for public view online.

Having now double checked, I find that this is not the case. In particular none of the 'consultation' documents are available, either via the consultation tab or the documents tab.

I am hoping that these documents have been retained and can be reinstated for public view given that the development has not yet been completed and that there now appears to be a further application for a removal of a condition and a retrospective application for a breach of the landscaping condition which include references back to the '06 application. Please could you either 'uncache' the documents and provide links to them in your response or alternatively publish on this site all cached documents relating to the application.

I am also wondering whether an Environmental Impact Screening Opinion was issued for the development. Please could you supply a copy together with any associated documentation.

Thank you for your request. This falls within the provisions of the
Environmental Information Regulations 2004. I note that the application
dates from 2006 - this pre-dates the EDRM so the records are most likely
to be on microfiche. I will arrange for these to be printed off and
advise you of the cost of the copies.

Dear Sue Broughton,

Thank you very much for your response. Before you print off from microfiche can you please check with the planning department that you do not already hold electronic copies of the documents. I was not offered the opportunity to view or obtain copies from the fiche when I came in to view the hard copy files, and as previously stated I was told that all the documents had been scanned. It also seems a little inconsistent that some documents were scanned at the time and other's weren't.

Should it be found necessary to go back to fiche copies, then please can you provide an itemised list of documents and associated printing charges so that I have an opportunity to refine my request should the charges be beyond my reach.

Finally I would prefer scanned/electronic copies. Are you able to print from fiche to pdf/file?

Dear Sue Broughton,

I popped in to the Council offices last thursday in an attempt to view the fiche records and isolate the documents that I wanted copies of. Unfortunately it was a wasted visit, as it appears that the documents were never transferred to fiche, but nor were they scanned onto your electronic system. I was also told that the hard copy file has been destroyed.

Whilst this is unfortunate, I think you may still be able to meet some of my request if the "internal" consultees have retained their own copies of correspondence on the application. I am particularly (but not exclusively) interested in the representations from the Council's housing department and /or RSL partners that might give an insight into why on site provision of affordable housing was not sought, and also the responses from 'Landscape' and from Kirkham Landscape Planning Limited (are these one and the same?) who seem to have had some concerns about the original submission.

Please find attached the consultation responses I have so far obtained.
I am awaiting any further information from external sources.

You have also asked about an Environmental Impact Screening Opinion. A
Screening Opinion is required for categories of development above a
certain size, or if they are within a sensitive area such as an AONB or
SSSI. The Screening Opinion is the local planning authority's assessment
of whether an Environmental Statement should be submitted with the
application. If an application falls within the categories of
development set out in Schedule 2 of the Environmental Impact Assessment
Regulations and either (a) meets or exceeds the size thresholds or (b)
is within a sensitive area, a Screening Opinion is a mandatory
requirement.

I note that Environmental Impact Assessments (for drainage and flooding)
were carried out for this development and the reports are on the
website. If the developer was of the view that an EIA was necessary, and
the development did not fulfil the requirements of the Regulations in
respect of size or location, a Screening Opinion may not have been
sought. I am querying this with the Planning Service.

I have now confirmed that we hold no further information on this
application. A check with officers has only turned up the information
supplied on 2nd April. There is no extant copy of correspondence dealing
with a Screening Opinion, and although we contacted the agents (Audley
Retirement), the solicitors (Sutton Griffin) and the landscape
consultants (Kirkham Landscapes) to establish what other information
they held, they were unable to provide additional documents to those
already held by the authority. A query to ICT regarding any documents
attached to archived emails also established that the email archive only
dates from June 2007.

If you are unhappy with the way your request has been handled, you may
