Ingleby Barwick Mass Surveillance of Residents Consultation
Dear Ingleby Barwick Town Council,
I understand that a consultation was recently held in relation to the Mass Surveillance of Residents using CCTV and ANPR to monitor and log their comings and goings from the town using 9 cameras covering the three access points into the town.
Under the FOI I am formally requesting some information:
- How many consultation forms were completed.
- Scanned copies of all completed consultation forms. (with any personal information redacted)
- Any information where the results of the consultation have been summarised.
The Local Government Association state that "it is important that your consultation is representative of your communities".
This is particularly important in relation to mass surveillance, as there is evidence to suggest that minority groups such as BAME, LGBT, disabled can be unfairly targeted by mass surveillance.
It is of note that my understanding is the scheme was originally proposed by Councillor Ted Strike who has a history of targeting minority groups [ https://www.mirror.co.uk/news/uk-news/uk... ] and was formerly a member of UKIP - a party considered racist by many.
- Please can you provide information about how the council ensured that the consultation was representative of the community?
- How were residents and the wider community made aware of the consultation?
- Were steps taken to make sure residents who are not "online" were made aware of the consultation?
- What steps were taken to ensure older people including those in care homes were aware of the consultation and able to participate?
- What steps were taken to ensure young people including those in schools were aware of the consultation and able to participate?
I would be grateful if councillors could also be made aware of the full text of this request.

In response to your request under the Freedom of information Act please note the following:-
* 86 completed responses were received
* Scanned copies attached by date.
* information regarding responses presented to Town Councillors at the Town Council Meeting held on 21/12 attached
The consultation questionnaire was agreed by Stockton Borough Council, who provide and monitor CCTV and details of when and where it would take place including where it would be publicised and the format that would take was also consulted and agreed by Stockton Borough Council. Information on the consultation was publicised in local shops, at both Community Centres in Ingleby Barwick, the Library, Leisure Centre, the Town Councils Facebook page and other local notice boards on Social Media which in turn was shared by local Councillors, Town Councillors and Town Council Staff and Residents. It was also advertised in the local press. Residents were given the option of completing the form in person which included 60 hours of opportunity or by returning via email during the two week consultation period. Forms were also taken by residents for neighbours/spouses/family members and returned to the office.
Full details of this FOI will be presented to the Town Council at its next meeting.

Dear Ingleby Barwick Town Council,
Section 17(7) of FOIA explains that you must inform requestors whether or not you have an internal review procedure in any response you issue to a request for information. This must explain how requestors can ask for an internal review, as well as informing them of their right to complain to the Information Commissioner under section 50 of FOIA should they be unhappy following the review outcome. It is noted that this was missing from your response.
However, please pass this on to the person who conducts Freedom of Information reviews. It is good practice for the internal review to be carried out, wherever possible, by somebody other than the person who issued the initial response.
I am requesting an internal review of Ingleby Barwick Town Council's handling of my FOI request 'Ingleby Barwick Mass Surveillance of Residents Consultation'.
The following questions have not been fully addressed, with a very generalised response given:

The Town Council does not have an internal Review procedure for dealing with Freedom of Information requests, If you have any queries or concerns please contact me in the first instance.
