Dear Sir / Madam

Our ref: NCL_689

Thank you for your enquiry requesting information under the Freedom of
Information Act 2000.

Please find below our response to your request:

Thank you for your email – In order to answer your questions effectively,
a little background is necessary.

Within the NHS, when using the term “Web Systems” we’re describing
information systems that are hosted on, or use connectivity through, the
N3 network.

This is a national intranet, provided by BT, which is physically distinct
from the Internet that the public have access to.

Only clinicians and certain approved users have access to the N3 network,
their use of which is monitored centrally to prevent inappropriate usage.

Patient data is only ever transferred through the N3 network, and
therefore should never come into contact with the publicly accessible
internet.

Bearing that in mind, please see the answers to your questions below;

1 – Please provide a list of web-enabled information systems in your
Trust.

At present, Camden PCT uses the following systems which could be
considered “Web-Enabled”;

EMIS Web (An N3 Hosted GP Clinical System)

PUMA (An N3 Hosted Secondary Care Reporting Tool)

INPS Vision 3 (An N3 Hosted GP Clinical System)

2 – How many GP Practices in your trust use web GP Systems (EMIS Web, TPP
System One etc.)?  What is the percentage of these practices based on the
total number of practices?

At time of writing, we have 5 practices using EMIS Web as a full clinical
system.

This represents 12.82% of our practices.

3 – How many choose and book referrals are used in 2010, 2011 and 2012?
What is the percentage out of total referrals?

4 – How many referrals are actively used by different users (a)
patients/carers (b) clinicians and (c) admin staff?

Financial Year:
Action: 2009-10 2010-11 2011-12
Accepted Referrals
(Qu4) 26,686          46,175          48,645
Created Requests
(Qu3) 38,706          58,376          57,236
% Accepted
Referrals 69% 79% 85%

5 – How many Summary Care Records are rolled out in your Trust?  What
percentage of records based on total population in your trust area?

At time of writing, no Summary Care Records have been uploaded by Camden
PCT.

6 – How many Summary Care Records are actively used by different users (a)
patients/carers (b) clinicians and (c) admin staff?

At time of writing, Camden PCT are not able to view Summary Care Records.

7 – Does your Trust have plan for web portals or web systems or cloud
systems in future?

At present, the only system that fulfils the Web Portal criterion here is
PUMA as mentioned above – however I would stress that while this system is
accessed through a web browser, it is entirely hosted on (and only
accessible through) the N3 network.

Camden PCT are also in the process of rolling out EMIS Web across its
practices, along with a system for monitoring anticoagulation therapy for
patients called DAWN 4S AC – again, accessed through and hosted on N3.

8 – If your trust has web systems, what will be the serious issues (e.g.
performance, security)?

As with all networked systems, bandwidth (and therefore performance), is
an anticipated issue – this is dealt with for us by BT and the system
supplier in question.

Security is managed by each practice, but at an organisational level it is
assured by NHS Connecting for Health, by the system supplier and (at a
user level) by encouraging the use of Smart Cards and secure passwords.

The main issue for system security is inappropriate storage and further
distribution of the data by users – (for example, saving a local copy of a
file from an N3 secured system to work on later, but not deleting it).

This risk is managed through mandatory training for users in Information
Governance (the rules that govern the handling of data in the NHS) each
year and including confidentiality clauses in employment contracts.

9 – Please provide IT plan or strategy of other related documents which
can cover from 2010 to 2015.

Please find documents attached – at present, due to the current political
climate, we only have IT plans up to 2014.

I hope you find this information useful, however, if you are dissatisfied
with this response, NHS North Central London operates a complaints
procedure, details of which can be found below.

If you require any further assistance, please do not hesitate to contact
me on 020 7685 6286 or at the address shown above.

NHS North Central London would appreciate it if you could take the time to
evaluate the response to your request for information. It will allow
improvements to be made to the service if necessary. It should not take
longer than 5 minutes to complete and is accessible at

Thank you in advance for your feedback.

Kind regards
