Information supplied by Whitehall/Porton Down surrounding immunisation programme intended for medics to brief troops!.Gulf War 1 & Gulf War 2

The request was partially successful.

Dear Ministry of Defence,

I have sifted through the ' Background into the use of countermeasures ' several times. Gulf War '90/91'

I can see the Directive from JHQ to Commanders.

Where it gives them some information surrounding immunisation , however it then goes onto to direct them in the ' Line to Take' with troops in Annex C, which does not include any information surrounding the immunisation. It does state that medics carrying out the immunisation will brief troops surrounding the immunisation.

We cannot find the directive which the medics would have received to enable them to inform the troops which would enable them to have given informed consent. Does it even exist? I am surprised a fact finding team did not ask this question. We are in contact with around a dozen medics that served out there, who have informed us that they received no instructions and were just ordered to vaccinate troops that came through. This would explain why we have not been able to locate any troops that were given any information for them to give their legal informed consent. Of course unless a signal/directive that was issued to inform the medics on the ground can be produced?

Does anything exist? Even if it is just the pil ( manufacturers safety instructions) that would have been supplied with the Anthrax?

Thankyou for this information/data in advance. If the data does not exist for 90/91, please provide the Directives/Orders from Gulf War 2 (2003) surrounding immunisation information given to medics 12 years later to enable us to understand what should have been good & legal practise in '91'

Dear SG SecFin-Sec Gp Mailbox (MULTIUSER),

Thankyou for your previous response. I was not able to find the information claimed to be given to the troops in 2003 for them to be able to form their 'LEGAL' informed consent upon. Which i requested in original request. Please provide or instruct internal review thankyou.

Yours sincerely,
