I'd be grateful if you can provide me with the following information under the Freedom of Information Act 2000.

1. A list of vehicles owned or leased to the council. Please include; registration mark, fleet number (if used), make & model and body type.

2. Identify which vehicles are owned and which are leased.

3. Name, position and email address of the staff responsible for these vehicles.

4. The estimated amount of spend (£) on diesel/petrol per annum and the cost split between owned and leased vehicles.

I am writing in response to your Freedom of Information request received 5
February 2020.

 

Your request has now been considered under the terms of the Freedom of
Information Act and/or Environmental Information Regulations and we are
able to respond as follows:

 

Your Request:

1. A list of vehicles owned or leased to the council. Please include;
registration mark, fleet number (if used), make & model and body type.

 

2. Identify which vehicles are owned and which are leased.

 

3. Name, position and email address of the staff responsible for these
vehicles.

 

4. The estimated amount of spend (£) on diesel/petrol per annum and the
cost split between owned and leased vehicles.

 

Our Response:

1.  Please see attached spreadsheet.

The council confirms that it holds VRM information.  The council refuses
to disclose VRM details and relies on the exemption under Section 31 (1)
FOI.  This provides that information is exempt information if its
disclosure under this Act would or would be likely to prejudice the
prevention or detection of crime.  A likely prejudice that the council has
identified is that the information amounts to a data base that could be
used as a catalogue for facilitating vehicle cloning and possibly
fraudulent insurance claims.  Any public interest in making this type of
information more widely available is outweighed by the public interest in
not facilitating fraud.

Please note: Vehicles may be hired from time to time, these vehicles are
not permanent to the fleet and do not appear on this list provided.

2.  Please see attached spreadsheet.

3.  The information is exempt under Section 40 (2) Freedom of Information
Act 2000 (FOI). The council refuses to disclose information which relates
to identified or identifiable members of staff as this would be in
contravention of the data protection principles contained in the General
Data Protection Regulation.

 

4.  The total fuel cost for the Council last year was £341,482 but this
will include temporary hire vehicles.

 

HBC Owed £307,040

Hired £35,442
