Information Request re. the Current Business Expense Management Process
Dear Bridgend County Borough Council,
I'd be grateful if you can provide me with the following information under the Freedom of Information Act 2000.
1. Name, position and email address of the staff responsible for the council’s staff purchase/business expense cards.
2. If an automated business expense management is in place, what is the name of the system/card provider?
3. If this on a contacted basis, please provide the contract end date.
4. The estimated (or actual) amount of spend (£) in business expenses either by department or as an overall total.
5. Name, position and email address of the staff or department responsible for reducing the carbon emissions (CO2) within the council as part of the overall strategy to achieve carbon neutrality.

FREEDOM OF INFORMATION REQUEST FOI001-3464
We refer to your email dated 8 October 2021 which contained a request for
information as set out in italics below. Following consideration of your
request, in accordance with the Freedom of Information Act 2000, I respond
to each point as follows:
I'd be grateful if you can provide me with the following information under
the Freedom of Information Act 2000.
1. Name, position and email address of the staff responsible for
the council’s staff purchase/business expense cards.
Whilst we can confirm that we hold the information requested regarding
staff members below Corporate Director level, we consider that this
information is exempt under section 40(2) of the Freedom of Information
Act 2000 which states:
(2) Any information to which a request for information relates is also
exempt information if—
(a)it constitutes personal data which does not fall within subsection (1),
and
(b) the first, second or third condition below is satisfied.
(3A)The first condition is that the disclosure of the information to a
member of the public otherwise than under this Act—
(a)would contravene any of the data protection principles,
Disclosure of the names of individual staff members would breach the first
data protection principle as set out in Article 5 of the General Data
Protection Regulation which states:
1. Personal data shall be
a. Processed lawfully, fairly and in a transparent manner in
relation to the data subject (‘lawfulness, fairness and
transparency^2);
Article 4 of the General Data Protection Regulation states that:-
For the purposes of this Regulation: (1) ‘personal data’ means any
information relating to an identified or identifiable natural person
(‘data subject’); an identifiable natural person is one who can be
identified, directly or indirectly, in particular by reference to an
identifier such as a name, an identification number, location data, an
online identifier or to one or more factors specific to the physical,
physiological, genetic, mental, economic, cultural or social identity of
that natural person;
The Information Commissioner’s guidance “Access to Information about
public authorities’ employees” and “When should names be disclosed”
provide guidance on how the Authority should treat requests for
information of this nature. The Authority considers the information
requested to be absolutely exempt from disclosure by virtue of Section
40(2) of the Freedom of Information Act 2000.
The Authority does not consider that it would be fair in all the
circumstances to identify the individual as whilst the information relates
to them in their professional capacity, they would not reasonably expect
their details to be placed into the public domain. The Authority’s
procedure is not to disclose as a matter of routine information about
members of staff below Corporate Director level.
Under Section 40 of the Freedom of Information Act, the information
requested is subject to an absolute exemption. This exemption applies
because the information requested would constitute a disclosure of
personal data.
Therefore, to the extent set out above, this letter acts as a Refusal
Notice in accordance with Section 17 of the Freedom of Information Act
2000 as we have not provided the information requested.
We can however advise you that the Procurement Team are responsible for
the council’s staff purchase/business expense cards and can be contacted
at [1][email address]. We can also advise you that the
Chief Executive has overall management responsibility for the council’s
staff purchase/business expense cards. Contact details for the Chief
Executive are provided below.

eProcurementWales tool is Barclaycard.

Contract expires 31st March 2024, run by Welsh Government.
4. The estimated (or actual) amount of spend (£) in business
expenses either by department or as an overall total.
The total expenditure on purchasing cards for 2020-21 is as follows:
Gross £830,856.64
VAT £82,077.54
Net £748,779.10
5. Name, position and email address of the staff or department responsible
for reducing the carbon emissions (CO2) within the council as part of the
overall strategy to achieve carbon neutrality.
The department responsible for carbon emissions is the Council’s Climate
Change section. Whilst we hold the staff details for the staff in that
department, we would you refer you to our refusal at question 1. We can
however advise you that the Corporate Director – Communities has overall
responsibility for carbon emissions. Contact details are provided below
