Dear Northumberland County Council,

I'd be grateful if you can provide me with the following information under the Freedom of Information Act 2000.

1. What is the name of the purchase/procurement card provider?

2. Number of cards currently in use?

3. What is the contract end date?
3a. Which procurement portal will this be published on?

4. The estimated (or actual) amount of spend (£) on these cards either by department or as an overall total for the 2020/21 financial year. Please provide the figure spent on cards and also non-card spend if applicable.
(Council expenditure in this instance is anything that a staff member spends (potentially from their own finances to get reimbursed at a later date); an ad hoc purchase; anything on a purchase card or council credit card. Typical examples will be fuel; hotel stays on council business; stationery etc.)

5. What system does the Council use for Payroll?

6. What system does the Council use for HR?

I refer to your Freedom of Information request in relation to current
purchase cards.  
  
Right of Access  
  
Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.  
  
(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and  
  
(b) if that is the case, to have that information communicated to him.  
  
The right is to obtain access to the information itself and not to the
document or record which contains it.  
  
The Act creates a general right of access to information held by public
authorities subject to various exemptions.  
  
Northumberland County Council confirms that it holds the information you

A.1 Natwest OneCard (Royal Bank of Scotland)  

  
Q.2 Number of cards currently in use?  

A.2 21 - this is an exceptionally high number of users as extra were
issued for Covid emergency measures, we are currently undergoing a review
on those which were allocated for emergency measures and that number will
reduce to a maximum 10 cardholders.  

  
Q.3 What is the contract end date?

A.4 Spend during 2020/21 was exceptionally high as we utilised those cards
for a lot of the community food/voucher requirements during the pandemic
at £400k however in normality spend per year on those cards would be
expected to be between £25k-£50k.
