Please could you provide me with any emails, reports or surveys that provide an explanation as to why in 2017 a banned turn from A1 (Northbound) into Islington Park Street and a no entry from Canonbury Lane into Islington Park Street was introduced for night-time only?

Could you please also provide the number of penalty notices issued for breach of these restrictions for the years 2021, 2020 and 2019?

We do not hold the information you have requested. This is because these
roads fall under the London Borough of Islington (with exception of the
A1) and the traffic order and restriction is on the Borough road itself
and not the Transport for London Road Network (TLRN). As such, the traffic
order would have been made by the Borough and is enforced by the Borough.

Please see FOI request 1611177 to Islington Council (https://www.whatdotheyknow.com/request/i...) who state:

"The Council does not hold any emails, reports or surveys on the banned turn from the A1 northbound into Islington Park Street. The banned turn restriction is on the A1 which is Transport for London’s Road Network and TfL would hold any information and the Traffic Management Orders for any changes carried out in 2017. TfL also maintains all the traffic signals in London and they will be able to provide an explanation for any no entry restrictions that is part of this signalised junction"

Please can you respond to this assertion by Islington Council that TfL is the holder of the TMO information and provide the information that was initially requested by myself?

I am contacting you regarding your request for an internal review
concerning the response provided to FOI-2167-2122. Following your email of
28 February 2022 a review has been carried out by an Independent Review
Panel (‘the Panel’) consisting of individuals who were not involved in the
handling of your request. Please accept my apologies for the delay in
responding.

 

Your original request of 19 December asked for information about a banned
turn from the A1 (Northbound) into Islington Park Street and a no entry
from Canonbury Lane into Islington Park Street.

 

The panel have consulted with our Performance & Planning Manager for
Network Performance Delivery, our Senior Traffic Orders Officer and our
Lead Sponsor for South Central and can confirm that we do not hold any
information concerning the Traffic Restriction Order you seek and have no
knowledge of an implementation of such a scheme from 2017.

 

From the map attached our subject matter experts believe it to be a
Borough scheme as it outlines the TLRN is shown as only Upper Street, not
the side roads of Islington Park Street or Canonbury Lane. Whilst Upper
street is on the TLRN the restrictions in question are on Islington Park
Street which is a Borough road, with a blacked out no entry sign at the
entry, this would also explain the banned left from Upper Street. The
Performance & Planning Manager for Network Performance Delivery advised
that he could not think of any reason TfL would want to restrict those
turning movements, but agreed that the Borough would have various reasons
to implement these restrictions.

 

Additionally the panel were advised that these night time traffic movement
restrictions into Islington Park Street may actually relate to a Barnsbury
Traffic Management scheme introduced by LB Islington many decades ago.
However whatever the restrictions that are in place they were not made by
TfL and we do not hold the information you require.

 

The Senior Traffic Orders Officer provided the following contact email for
Islington for your query as to whether the TRO is a Bourgh scheme -

information you seek, however if you are dissatisfied with the internal
