Please could I request a copy of any reports, studies, presentations, documents and meeting minutes produced by any party (including the CPCA and consultants) in relation to:
1. the list of "Proposed Bus Routes to be funded through the proposed precept" in appendix C of the Agenda Pack for the CPCA Board Meeting on 31st January 2024.
2. the proposal for reduced fares for under 25s in the Agenda Pack for the same meeting

If a document or part of a document would require significant redaction please just list the document and the reason why the redaction is required.

Likewise if providing particular information would be time consuming to gather, please just list the type of information and why it would be time consuming to gather.

Please could I request an internal review of this request.

I have looked through the information but it still doesn't explain the process for how the list of bus routes in appendix C of the Agenda Pack for the CPCA Board Meeting on 31st January 2024 was produced or the background to the proposal for reduced fares for under 25s.

Focusing in on Mayor Dr Nik Johnson's Mayoral Budget 2024-25 report:

"We asked respondents to the consultation to propose new routes for buses and where more frequent buses on existing routes would be beneficial. We had a large number of responses, not all of which we can fund within the proposed precept. I am proposing that the routes attached as Appendix C to this report, which cover all of the areas administered by our constituent councils across the Region, are the ones that we will initially seek to fund from the investment"

This implies that the Mayor personally picked the schemes in Appendix C from the list of proposed new routes from the consultation respondents, and no routes were considered from other sources, such as CPCA analysis of transport needs in the region. If true, then there must have been a list of these routes which the Mayor used to make his selection which should have been picked up by my request for "a copy of any reports, studies, presentations, documents....".

Can you check if such a list exists?

Likewise, also in the Mayoral Budget 2024-25 report it states:

"What’s more, this will accompany a huge reduction in the price of travel for everyone under the age of 25, with bus fares cut in half from £2 to £1."

Again I would have expected some kind of analysis for this in internal CPCA documents, perhaps looking at options around this theme.

Thank you for your response to the review and for the information.

I was wondering if you could help as I am still puzzled as to why the information you have just send was not considered to be in the original request.

I originally requested "a copy of any reports, studies, presentations, documents and meeting minutes produced by any party.... in relation to the list of "Proposed Bus Routes to be funded through the proposed precept"

You have now supplied the "list of potential precept bus services from which those that went to
January Board were selected" but say this was because I "asked for additional information which was
not part of the original request".

Why was this not in the original request? Is there something wrong with the terminology I used?

Thank you for your email.
 
The reason I do not believe that the new information provided to you forms part of your original request is that you originally asked for a list of proposed bus routes, however the additional information provided relates to potential bus services.  An item on the list of potential bus services may not make it on to the proposed bus routes, which is why I determined the new information does not form part of the original list.
 
It is to do with terminology and the ordinary meaning of the words "potential" and proposed"
 
I hope this explains my reasoning.
