Information relating to letters sent to the Lisburn Office and not answered ,how long must I wait for a answer to my letters

Response to this request is long overdue. By law, under all circumstances, Northern Ireland Housing Executive should have responded by now (details). You can complain by requesting an internal review.

Dear Northern Ireland Housing Executive,
I have sent a recorded letter to the manager of the Lisburn Office on the 1st October 2017 , and I have not had a reply. My request is , what is the time line for the answering of letters to any department inside the Northern Ireland Housing Executive

Dear Northern Ireland Housing Executive,
I would like to say that since the assistant manager retired, the Lisburn Office does not respond to e-mails ( an electronic letter) to which there would previously have been a reply.
Could someone please let me know if there has been a change of policy . If so could you let me know the reason for the change and the document relating to this.
