Information relating to Electrical Testing (EICR) across Council Properties

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

The details we require are:
• What are the contractual performance KPI's for this contract?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

The details we require are:
• What are the contractual performance KPI's for this contract?

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages
the contract "Residential - Electrical Inspection, Testing and Repairs”
(procured in July 2022) was awarded to NRT Building Services Group.
In respect of those suppliers who were unsuccessful at tender, we consider
this information to be contrary to the commercial interests of those
parties and so subject to an exemption at FOIA2000 s43 and believe the
release of this information would likely be prejudicial to the supplier’s
future opportunities.
Furthermore, if we were to release this information this would also likely
be damaging to our own interests as a local authority. If it were widely
expected that CCC would disclose the identity of unsuccessful bidders in
response to tender opportunities, then this would likely dissuade other
businesses from engaging in the tender process with CCC and therefore
reduce CCC’s opportunities to achieve best value in the tender process as
the pool of potential suppliers may be diminished.
If unsuccessful, the risk of their failure to secure the contract being
disclosed to the world at large would likely dissuade some companies from
trying, particularly those less established organisations, which may in
themselves offer better value.
It is for these reasons that the information sought in respect of
unsuccessful suppliers is withheld.

The spends on the contract from the start date until the date of the
request are as follows:
Apr 2024: £56173.19 + VAT
May 2024: £78963.11 + VAT
Jun 2024: £68623.98 + VAT
July 2024: £64028.18 + VAT
Aug 2024: £33920.77 + VAT
Sep 2024: £66086.43 + VAT

We consider this aspect of your request to be exempt at FOIA2000 s 40(2) -
personal data. We do not provide details of the names and direct contact
details of council staff below Head of Service level in response to
requests made under the Freedom of Information Act 2000.
