Information relating to CPZ zones SNW/CH

Waiting for an internal review by Newham Borough Council of their handling of this request.

Dear Newham Borough Council,

It has come to my attention that PCNs are being issued to Waltham Forest residents with valid permits to park in zone CH/SNW.
When appealed, Newham are regularly rejecting them and continuing with enforcement claiming no permit on display yet Waltham Forests permits are actually paperless.

For that reason, please can you provide me with,

• The TRO/TMO relating to CPZ zone SNW/CH

• Any documents shared by Newham council and Waltham Forest relating to enforcement practices of the shared parking spaces

• Any minutes of meetings conducted between to 2 local authorities with regards to enforcing the shared CPZ Zone

• How many PCNs have been issued in the SNW/CH CPZ between,
January 2016-January 2017
January 2017-January 2018

• How many of those were appealed in total. And of that total have had appeals upheld and cancelled

• More importantly how many have had appeals upheld and cancelled because they were actually permitted to park

Dear Newham Borough Council,

Please provide the information requested. It is now overdue and the information is relevant to an appeal being made at the moment for a PCN issued wrongfully.

Annex A of the TMA clearly sets out what information should be collected by Local Authorities. The request I made should be easily deciphered from that information that should be held by yourselves. I see no reason as to why this FOI request is delayed.

In regards to the question relating to appeals, I never asked how many were taking before the adjucator.
I asked how many were appealed, meaning formal representations.

Please can you provide the number of PCNs that were appealed at formal rep stage and allowed.

And, how many were upheld due to actually being permitted to park.

Also, please can you provide me the full TMO to which you have supplied me an amendment to. (Restrictions, exemptions, loading etc)

Dear Newham Borough Council,

Apologies for contacting you again in quick succession. I have browsed the snippet of the TMO you have provided and there is no mention of event days, also the restricted hours seem to be different from those being enforced within the CPZ zone in question.

I can only assume that you have provided me an outdated amendment or perhaps do not have the authority to impose the restricted hours you have.

Please can you look into this and supply me the full Order requested earlier and any amendment which is relevant as of 30/09/17.

With the orders requested, please provide me legal signed full documents and not just drawings and diagrams which seems to be the trend with LAs.
