Information related to your Access control systems

The request was refused by Cardiff University.

Dear Cardiff University,

Under the Freedom of information act, I am seeking information related to your entire University’s Access control system, this would likely be information known easily by someone in Estates or Security.

1. What electronic access control system/s do you currently have in place? (e.g. SALTO, PAXTON, ASSA)
2. How many Doors have access control fitted?
3. Please provide a breakdown of the quantities of different types of Access control setups you have? (e.g. maglock doors, electric strike doors, battery operated electronic handle set, battery operated electronic cylinders etc.)
4. What are the names of the suppliers of your existing access control system?
5. How old is your system?
6. Who manages your sites access control and please provide a direct e-mail and phone number?
7. Do you have a support/maintenance contract for Access control and if so when does this contract expire?
8. Is your access control system Integrated with ID card production?
9. What plans for the next 3 years does the University have related to the installation or support/maintenance of Access control?

I acknowledge receipt of your email received by this office on 16 November 2018 in which you requested information regarding the access control.

Your request will now be dealt with under the Freedom of Information Act 2000 and has been allocated reference FOI18-395 which should be quoted in all correspondence. We will respond to your request within 20 working days starting the next working day after receipt, therefore you can expect to receive a response no later than 17 December 2018.

Where we consider that we will not be able to meet this deadline or if further time is required to consider the public interest test we will contact you as soon as possible and give you a revised date for response.

In some circumstances a fee may be payable and, if that is the case, we will let you know. A fees notice will be issued to you, and you will be required to pay before we will proceed to deal with your request.

I am writing in response to your Freedom of Information request dated 16 November 2018 in which you requested information regarding access control systems.

For ease of reference, I have reproduced your questions) below and set out our corresponding response(s).

1. What electronic access control system/s do you currently have in place? (e.g. SALTO, PAXTON, ASSA)
2. How many Doors have access control fitted?

The information you have requested is not held centrally; access control systems can be controlled at School or department level. As there are 24 Academic Schools and over 30 departments it would take considerably more than 18 hours to collate the information you require. The University is not obliged to spend more than 18 hours (as set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004) collating such information and accordingly the exemption provided by section 12(2) of the Freedom of Information Act 2000 will apply.

I trust this information satisfies your enquiry. The University has a Freedom of Information Complaints Procedure should you feel dissatisfied with this response or the way in which your request was handled. Complaints must be made in writing and must set out why you believe the University has not met its obligations under the Freedom of Information Act.
