Please provide sight of records of complaints / reports of identity theft related to medical professionals, to include a summary of the volume of those complaints or reports.

Please provide sight of records relating to identity theft that involves medical professionals who act as Court appointed expert witnesses.

Please provide sight of any recommendations or policy documents relating to identity theft that been made or received by the GMC.

The request covers the period of the last three recorded years.

I write further to previous correspondence to ask for clarification on
your request.

 

Firstly, I need to understand, are you asking about doctors who have
stolen someone else’s identity for the purposes of gaining registration or
are you asking about registered doctors who have had allegations made
against them of stealing someone’s identity?

 

Secondly, If you are asking the latter, then your second question seems to
be a narrower version of the first, in that providing you with information
on complaints about all doctors who have stolen identification would
encompass those who may have acted as a court appointed expert witness. I
should make clear that we may be able to provide information about
complaints relating to identity theft connected to work as a court
appointed expert witness if clear from the complaint but we don’t know
which doctors act as court appointed witnesses generally.

 

Thirdly, to clarify, I think you are asking for a copy of any complaints
and the total numbers of complaints by year. Can you confirm this?

 

Fourthly, identity theft is a criminal matter- are you asking for data on
complaints about criminal behaviour or behaviour more widely?

 

I hope that by understanding this what you mean by your third question
becomes clear.

 

Finally, I should explain that as part of recording complaints, specific
allegations are identified from our allegations handbook and recorded.
There is no specific allegation for Identity theft, criminal or otherwise.
There are allegations connected to the crimes of fraud/forgery but that
wouldn’t encompass non-criminal allegations.  

 

After receiving your clarification it may be that a conversation would be
helpful if there are further matters that need extra clarification.

In response to your request for clarification:

1. The FOI request relates to complaints from medical staff that relate to doctors who have suffered identity theft for the purposes of third party(s) fraudulently passing themselves off as qualified doctors.

2. This relates to identity theft (per para 1 above) focused on third parties fraudulently obtaining referral fees for Court appointed expert medical witnesses.

3. We do not require copies of complaints but do request summaries of case statistics that reference identity theft that should have been produced as part of the GMC's scrutiny and governance procedures.

4. We are aware that identity theft is a criminal matter. We wish to understand the level of awareness within the profession and the GMC, as well as the GMC's capability for coordinating complaints statistics with the police.

5. Please note that we are already aware of multiple complaints from medical professionals related to identity theft but do not yet know if the GMC is fully aware of the issue. I agree that it may help to have a discussion on this matter as identity theft is now a rapidly evolving challenge for many organisations.
