Information regarding TVM's. How many you have? Per what solution? The number of tickets sold across multiple channels.
Dear Transport for London,
I am interested in gathering information regarding the TVM market and your operations. Could you kindly provide me with data about the following:
• The number of TVM machines you have acquired since 2015.
• The total number of TVM machines in your possession since 2015.
For the above two points, please indicate a breakdown indicating:
• TVM machines that exclusively accept cash.
• TVM machines that do not accept cash.
• TVM machines that accept both payment solutions mentioned above.
Furthermore, I would appreciate data on the following:
• The annual number of tickets sold since 2015
• A breakdown of ticket sales across different channels (TVM, service window, through an app) since 2015
Note: If not available since 2015, I'm happy with the earliest year you have.
Yours faithfully,
Diogo Almeida Freire

Dear Mr Almeida Freire
TfL Ref: 0523-2425
Thank you for your request received by Transport for London (TfL) on 14
May 2024 asking for information about TVMs and ticket sales.
Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy.
I can confirm that we do hold the information you require. However, to
provide the information you have requested would exceed the ‘appropriate
limit’ of £450 set by the Freedom of Information (Appropriate Limit and
Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with
requests if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. In this instance, we
estimate that the time required to answer your request would exceed 18
hours which, at £25 per hour (the rate stipulated by the Regulations),
exceeds the ‘appropriate limit’.
There are multiple types of tickets machines, across all the different
modes of transport, and these are all managed by different business areas
within TfL. There is no central database showing all of the ticket
machines in use, the type of ticket machine and the additional information
you have requested including around the date they were acquired. Therefore
to provide you with the information you have requested would require a
manual stocktake exercise across multiple modes / stations.
To help bring the cost of responding to your requests within the £450
limit, you may wish to consider refining your requests to concentrate on
matters which are important to you. For example, we anticipate that we
would be able to provide the information you have requested for London
Underground specifically as that data is held centrally and we would be
able to collate that within the cost limit.
If you are not satisfied with this response please see the attached
information sheet for details of your right to appeal.
Yours sincerely
Sara Thomas

Dear Sara Thomas
TfL Ref: 0523-2425
I understand the TFL position. As mentioned earlier, I'm aware of how specific my request is. Nevertheless, having data solely on the London Underground wouldn't be sufficient for what I'm trying to achieve.
That being said, perhaps if I refine my request, there is a chance you could help me. For example, if we consider ONLY the following questions:
1 . Would it be possible to know how many tickets have been sold since 2015? (For each year, and then a breakdown for each year by tickets sold at service windows, TVMs, and others.)
For reference: There was an identical FOI request in the past to London North Eastern Railway Limited, only referencing 2023. You can see it here -> https://www.whatdotheyknow.com/request/s...
2 . The total number of TVMs since 2015. (No need to focus on type and other technical aspects.)
Hopefully, it will be easier to gather the info.
Thank you,
Diogo

Thank you for your request received by Transport for London (TfL) on 27
May 2024 asking for information about Ticket Vending Machines (TVMs) and
ticket sales.
Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm that we hold some of the information you require. You specifically
asked:
1 . Would it be possible to know how many tickets have been sold since
2015? (For each year, and then a breakdown for each year by tickets sold
at service windows, TVMs, and others.)
2 . The total number of TVMs since 2015.
Please note firstly that Multi fares machines (MFMs) are the large ticket
machines on London Underground; AFMs are the smaller machines on London
Underground - both are only on London Underground. TVM is the name for new
ticket machines installed at London Underground, London Overground and
Elizabeth line stations since 2015. The modes have been split as per
below:

that are the legacy of being part of the National Rail network and so feed
directly into those systems – we don’t receive the data from them and are
not responsible for them.

DLR
1. Worldline who maintain the DLR’s TVM’s only hold information on total
ticket sales per machine at each station for an 18-month period. Please
see this data attached. Please note that unfortunately we don’t hold
information on the number of ticket sales for our Visitor Centre at London
City Airport.
2. We currently have 114 TVMs active across the network, down from 146 at
the commencement of the Franchise.
This excludes West Ham, Canning Town & Bank, as the TVMs located at these
stations are managed by London Underground.
The numbers of active TVMs has reduced due to a few lesser-used machines
being withdrawn from service, and used for parts, enabling higher usage
TVMs to remain in service. DLRL haven’t acquired any TVMs since 2015.

Dear Sara Thomas,
I cannot start this follow-up without first acknowledging your efforts to put all this information together. It certainly helps with my research. Thank you!
I have achieved 70-80% of what I was aiming for. However, some of the data you intended to present as a table appears in a horizontal format. Unless I got the years wrong, I have one question:
For the London Underground, I see a downward trend in ticket sales as follows:
325.7 (starting in 2015)
294.5
264.5
237.4
215.6
185.1
49.6
87.0
114.6
114.2 (ending in 2024)
Surely, the ticket sales aren't going down consecutively, right? (Excluding the period during COVID, which makes sense). Could it be because the breakdown doesn’t count "contactless" as a category, and most tickets were sold through this channel?
If so, to finalize the data and wrap everything up, could I get the missing channel and respective numbers through which tickets (or "passages") have been sold? This way, I would be able to fix the totals.
1.1. The same point, but now regarding London Overground. From the data sent (breakdown between TVM and Ticket Office), the totals I get are:
14,081,314 (starting in 2015)
13,284,664
12,044,821
10,712,129
8,907,883
2,841,116
4,798,218
5,256,372
5,535,232 (ending in 2023)
From looking at these figures, it seems as if people are using the London Overground less frequently. Surely they are buying their tickets through other channels? I would ask the same as before, a full breakdown to fix the totals.
This way, I will be able to fully capture the preferences of British consumers and close this FOI request.
Thank you so much,
Diogo
