Information Regarding the New Drone Purchased by the Council’s IT Department
Dear Causeway Coast and Glens Borough Council,
I am writing to request information under the Freedom of Information Act 2000.
In a social media post at 12 noon on 16th May 2024, a social media page connected with Causeway Coast & Glens Borough Council stated that the Council’s IT department had invested in a new drone. I want to request the following information regarding this drone:
1. Drone Model and Specifications:
Please provide the make and model of the drone. Include all technical specifications related to this drone.
2. Cost of the Drone:
How much did the drone cost?
3. Purchase Date:
When was the drone purchased?
5. Drone Weight:
What is the weight of the drone?
6. Committee Meeting Information:
Can you provide details of the committee meeting(s) where the expenditure for this drone was approved? This should include dates, minutes, and any related documents.
7. Operator ID Connection:
Who is the operator ID connected to? Is it registered under Causeway Coast & Glens Borough Council? If not, please disclose the registered entity or individual.
8. Adherence to Visual Line of Sight Principles:
It has been noted that the drone was flown at night with reduced visibility. Did the operator adhere to the primary visual line of sight principles as required by regulatory guidelines? Where were the takeoff and landing points?
9. Training and Certification:
What training and certification have the drone operators received?
Are there records of the completion of this training?
10. Purpose of the Drone:
What is the primary purpose of the drone purchased by the IT department?
Are there any specific projects or tasks the drone has been used for since its purchase?
11. Insurance Coverage:
Is the drone insured? If so, please provide details of the insurance policy.
What type of coverage is included in the insurance policy (e.g., liability, damage, theft, third-party liability)?
12. Insurance Provider:
Which insurance company is providing the coverage for the drone?
What is the duration of the insurance policy?
13. Compliance with Aviation Regulations:
How does the council ensure compliance with national and local aviation regulations and guidelines?
14. Usage Logs:
Can you provide usage logs for the drone, including dates, times, locations, and purposes of each flight?
15. Public Safety and Community Impact:
How does the council ensure that the drone operations do not pose a risk to public safety?
Have there been any public consultations or community impact assessments related to the use of the drone?

REQUEST FOR ACCESS TO INFORMATION
FREEDOM OF INFORMATION ACT 2000
The Causeway Coast and Glens Borough Council was formed under the Local
Government Act (Northern Ireland) 2014 effective 1 April 2015 and replaces
the former councils of Ballymoney, Coleraine and Limavady Borough Councils
and Moyle District Council. Requests made to the legacy councils since 1
April 2015 are being handled by the Causeway Coast and Glens Borough
Council and duplicate requests made to the legacy councils are being
treated as one request.
Council acknowledges your request for information under the above
legislation and will process your personal data, provided as part of this
request i.e. name and contact details as part of its legal obligation.
Your request is being considered and you will receive the information
requested within the statutory timescale of 20 working days as defined by
the Freedom of Information Act 2000 (FOIA), subject to the information not
being exempt, containing reference to a third party or other provisions
within the legislation.
If any of the exemption categories apply, the information will not be
released and you will be informed of this, including your rights of
appeal. Where a public interest test is required, Council will inform you
if the 20 day time scale has to be extended.
Where information requested contains reference to a third party, they may
be consulted prior to a decision being taken on whether or not to release
the information and you will be informed where appropriate.
There may be a fee payable for this information. For requests under FOIA,
Council will not normally charge unless the cost of responding exceeds
£450 based on £25 per hour. Where applicable, the council can choose to
either decline to respond to the request, or to do so only after payment
of a fee. Under the EIR, (subject to legislative exemptions) Council will
normally charge a fee for complying with requests for information based on
a fee of £25 per hour. Where a Fees Notice has been issued and no payment
received within three months of issue, the Council will consider the

Council will endeavour to provide information in the format requested.
However if it is not practicable or it is unreasonable to do so, it will
likely be provided in pdf format. A disbursement fee may be applied and
any fees must be paid before the information is released.
Council will not respond to correspondence that has been copied to us.

I am writing to follow up on a Freedom of Information (FOI) request I submitted on 16 May 2024. It has now been two months since the initial submission, and I have yet to receive an update or any form of communication regarding the status of my request.
As you are aware, the statutory time limit for responding to FOI requests is 20 working days. Given that this period has long since elapsed, I am concerned about the delay and the lack of response.
