Information regarding the Liveable Crouch End project

Dear Haringey Borough Council,

I have a number of questions relating to the Liveable Crouch End project and the trial taking place between 07 and 20 October 2019, as follows.

1. With regard to baseline traffic and air pollution data, i.e. the measurements taken prior to commencement of the trial, please provide the following:

• Baseline traffic data for roads within the zone and surrounding it, specifically including Priory Road N8; and
• Baseline air pollution data for roads within the zone and surrounding it, specifically including Priory Road N8

2. With regard to the council’s commercial relationship with Project Centre, please provide data with regard to the Councils commercial arrangements with Project Centre’s work on the Liveable Crouch End project, specifically:

• When was the contract awarded
• Which competitive procedure was used
• When will the contract expire
• What is the council’s expenditure to date under the contract
• If the project continues beyond the trial phase, will Project Centre be retained to provide ongoing services or will the requirement be subject to further competition
• What is the estimated spend with Project Centre (or any replacement suppliers) between completion of the Trial and implementation of the final design.

3. Please provide a copy of the submitted funding bid to TFL which secured Gate 1 approval for the project.

4. With regard to the Liveable Neighbourhoods Conference 2019, please provide details in relation to the Councils hosting of the July 2019 Liveable Neighbourhoods conference, specially:

• Costs associated with hire of the venue at Alexandra Place
• The names (or roles, if redacted) of the council members and/or officials who attended or presented at the conference
• Details of any sponsorship arrangements in relation to the conference involving Project Centre

5. With regard to management of the project in general, please provide the following:
• Minutes of the Project Board/Steering Committee that is accountable for the project, from first meeting to date.
• Environmental Impact Assessment (or equivalent)
• Diversity & Inclusion Impact Assessment (or equivalent)
• Expenditure to-date by the project, including time spent by council officials
• Details of any meetings between council members or officials and representatives of Project Centre outside of formal project governance meetings

My response is as follows:

 1. The baseline traffic data for roads within the Crouch End area is
available on line

this doesn’t specifically include Priory Road.  However further baseline
traffic data was collected the week before the trial started which
included Priory Road.  We however have not yet received this information
from the survey company.  We anticipate this being available on the 13^th
December and it will be made available on our website.

 

We are currently collecting a 12 month baseline for air quality.  I attach
the findings we have to date.

 

 2. regarding the council’s commercial relationship with Project Centre:

o When was the contract awarded – the original Purchase order was issued
on 30^th October 2018.
o Which competitive procedure was used – we used the Ealing Contract for
the provision of Highways and transport services July 2016.  This is a
call-off contract that we have access to which has already been
through a competitive tender process and as such allows us to call off
services as required.
o When will the contract expire – this will expire once Project Centre
has undertaken the Gateway 2 submission to TfL and the public
Consultation on the options for the scheme
o What is the council’s expenditure to date under the contract – the
current expenditure to date against this Liveable Crouch End contract
with Project Centre is £212,074.39 (excl VAT)
o If the project continues beyond the trial phase, will Project Centre
be retained to provide ongoing services or will the requirement be
subject to further competition - Project Centre have been appointed up
until the submission of gateway 2 and the formal consultation which is
anticipated in early 2020.  This appointment is covered by the
committed fee noted above.  Following the formal consultation process
there will be a further procurement exercise to appoint designers for
the next stage of the process. 
o What is the estimated spend with Project Centre (or any replacement
suppliers) between completion of the Trial and implementation of the
final design.  As you will see from the bid submission we have a total
of £740k allocated for design and professional fees.  This covers
surveys and internal council fees as well.

 

 3. I attach a copy of the submitted funding bid to TFL which secured
approval for the project.

 

 4. With regard to the Liveable Neighbourhoods Conference 2019 I can
confirm the Council funded £4,133 for venue hire and venue staffing,
the rest was covered by Landor Links.  Speakers were Cllr Ejiofor,
Cllr Hearn, Zina Etheridge, Emma Williamson, Neil Goldberg, myself
(Sam Neal).  Attendees were Rob Krzyszowski, Maurice Richards, Tay
Makoon, Tracey McGovern, Peter Watson, Ann Cunningham, Danny Gale,
Michael Demosthenous, Marlene D’Aguilar, Eliane Foteu-Madio, Joe
Baker, Zahrah Ali, Wendy Thorogood.  The Council did not enter into
any sponsorship arrangements, this will have been through Landor
Links.

 

 5. With regard to management of the project in general, I attach:

o Minutes of the Project Board/Steering Committee that is accountable
for the project, from first meeting to date.
o Our draft Equality Impact assessment – this is a working document that
evolves as the project develops
o Expenditure to-date by the project, including time spent by council
officials – expenditure to date is £228,574.39 (excl VAT)
o Details of meetings between council members or officials and
representatives of Project Centre outside of formal project governance
meetings – Alongside the Project Board meetings we have regular Design
Team meetings (monthly or more frequently if required due to the stage
of the project).  These are chaired by Project Centre and include
attendees from Transport Planning, Air Quality team, Highways
(including the Project Manager and Project Director) and the active
travel team. 
o We do not have an Environmental Impact Assessment for this scheme at
the present time.
