Under the Freedom of Information Act 2000 I request that the Trust release copies of any correspondence that they have had with local authorities and clinical commissioning groups in the last five years about St Ann's Hospital, regarding NHS operational requirements for that site.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Barnet, Enfield and Haringey Mental Health NHS Trust's handling of my FOI request 'Information regarding St Ann's Hospital and the services delivered on the site'.

For clarity, I am inserting your response in-line, together with my complaints about it:-

'Barnet Enfield and Haringey Mental Health Trust owns the freehold of the whole of the St Ann's Hospital site and is leading the development of plans to improve the facilities on the site.
The Trust has been working on the plans for several years and submitted an outline planning application to Haringey Council earlier in the summer and is currently open for public consultation. A decision from Haringey Council is expected later in the autumn. A link to the website is attached.

The plans allow all of the current health services on the site to remain, but to be provided from improved facilities. The key objective for the Trust is to provide much improved mental health wards on the St Ann's site and to improve the overall health campus, through better a layout <sic>, better signage etc. '

None of the above answers my question, which was focussed on discussions with other bodies about health services.

'Decisions about providing non-mental health and other additional health services on the St Ann's site are not the responsibility of the Mental Health Trust. The Trust has worked with the
organisations providing other health services on the site, such as Moorefield's <sic> Eye Hospital, the North Middlesex Hospital and Whittington Health (which provides many of the community health services for Haringey from the St Ann's site).
The Trust has had ongoing discussions with these organisations over the last few years, during which they have all confirmed that the services they currently provide from the St Ann's site will remain during and after the planned redevelopment. At this stage however, they do not have any plans to provide new services from the St Ann's site. None of these discussions have been formally documented by the Trust and therefore we do not hold any documentation. '

You have noted that such important discussions have taken place, but state that 'none of these discussions have been formally documented'. This lack of documentation and accountability is surprising in a Trust that is aspiring to Foundation Status. Perhaps notes were taken, but have been mis-filed. If so, please supply them.

'Overall responsibility for which health services are provided on the St Ann's Hospital site lies with Haringey Clinical Commissioning Group, who commission healthcare services for the population of Haringey. Haringey CCG have been involved in developing the plans for the redevelopment of St Ann's over the last few years and the Mental Health Trust has attended their Governing Body meeting on >occasions to give an update. These discussions have been held in public and the minutes are publicly available on the CCG’s website. A link to the CCG website is attached.

As far as the Trust is aware, Haringey CCG does not currently have any plans for commissioning new health services on the St Ann's site. '

Indeed, Haringey CCG is responsible for many of the services on your site, and I have made a separate FOI request to them. Other CCG's may also have an interest though, but your response does not mention them. Please supply any information on discussions with such bodies - including any case of them stating that they have no interest in providing such services.

'However, as the Mental Health Trust has emphasised in public discussions, the remaining one third of the current site that will be redeveloped will have capacity to provide all the current health services and additional health services, if agreed.
We estimate that if the one third of the site to be retained were completely redeveloped with new buildings going up three of four stories, the volume of space available for healthcare could be at least doubled from the space currently being used for healthcare on the site. The Trust is therefore confident that the latest plans for the redevelopment of St Ann's do not in any way jeopardise future health provision, as the latest plans still have significant scope to increase healthcare facilities, if these are agreed and funded in the future. '
