Information regarding partial closure of the Hebble trail
Dear Calderdale Metropolitan Borough Council,
In response to a freedom of information request made by myself on 9th January 2017
regarding "why part of the Hebble Trail that ran under the railway line by Halifax Railway Station, was closed around the year 2000."
I was informed by Calderdale Council that...
"The route beneath Halifax station was fenced / gated in October 2005 by Network Rail in response to anti-social behaviour, including people urinating in the subway."
Since the Council has a duty to ensure the public’s right to use a public right of way is protected
I would like to know under what authority this route was closed ?

However I would appreciate it if you could explain why the Council doesn't recognize this route as being a public highway, considering the fact that it has been listed as a public highway within the National Streets Gazetteer and upon the Councils own website ?

Dear Mr Bradley,
The National Street Gazetteer is a catalogue of streets comprised of Local Authority's Local Street Gazetteers. This includes public highways and other areas to which the public have access. It contains routes that are not public highways such as private access roads, canal towpaths and routes that may be closed at certain times. It is used to manage street works, road maintenance, and planning and is not a record of public highways.

Unless I am mistaken the National Street Gazetteer is made up of data supplied from the Councils Highways Register which itself lists this route as an unadopted public highway.
